Abstract(s)
A Proteção na Parentalidade (PnP) concretiza-se na atribuição de um conjunto de
direitos aos pais, traduzidos em dispensas ou condicionamentos para o serviço, para
cuidarem dos filhos. Correspondem a direitos aplicáveis aos militares, que, contudo, pela
sua condição, têm o dever da permanente disponibilidade.
Perante este aparente conflito, foi objetivo desta investigação propor contributos para
otimizar a conciliação do regime de PnP com as necessidades do serviço militar.
Metodologicamente, o estudo alicerçou-se num raciocínio indutivo, associado a uma
estratégia mista e a um desenho de estudo de caso, tendo recorrido à análise de
documentação, de dados numéricos, de conteúdo das entrevistas a seis entidades militares e
civis, e de modelos de três países aliados.
Dos resultados, concluiu-se que a redução de pessoal disponível para o serviço
decorrente da PnP é diminuta nas Forças Armadas, refletindo-se, especialmente, numa
subtração de pessoal para embarque na Marinha. Verificou-se, ainda, um crescimento no
número de famílias monoparentais e de casais em que ambos os membros são militares, o
que potencia maior dificuldade no equilíbrio entre a vida familiar e a vida profissional. Neste
contexto militar, foram também propostas ações para tornar mais consistente o edifício legal
e normativo em matéria de PnP.
Parenting is safeguarded by parental leave entitlements and benefits, including exemptions and deferments. Although being entitled to these benefits, military personnel are required, at the same time, to ensure a permanent availability for service due to their military condition. Given this apparent conflict, the research objective is to propose contributions to optimize the conciliation of parental benefits with military service requirements. This research used an inductive reasoning methodology based on a mixed strategy and a case study design. It embraced interviews with entities with expertise in the matter, document analysis, numerical data analysis, as well as a study of normative and legal frameworks in three allied countries. It was concluded that reduction of manpower stemming from parental benefits has a small dimension in the Portuguese Armed Forces, although a decrease in military personnel eligible for embarking in the Navy occurs. However, the sustained growth of single-parent families and dual military couples enhances difficulties in work-life balance. This study also proposed some adjustments to the legal and normative framework, bearing in mind its better consistency with military service requirements.
