Abstract(s)
A presente investigação tem como objetivo estudar a resposta do Exército Português no combate à pandemia de coronavírus, em termos do apoio logístico prestado. Foram realizados três estudos de caso de diferentes países, incluindo Portugal, onde a doutrina logística aplicada é semelhante, com o intuito de averiguar possíveis potencialidades e vulnerabilidades que existiram pelo apoio logístico do Exército Português. Pretende-se ainda, apresentar propostas, no sentido de se conseguir colmatar possíveis falhas no futuro.
A metodologia adotada compreende uma estratégia de investigação qualitativa, recorrendo ao uso do estudo de caso para conseguir obter um conhecimento mais aprofundado do tema investigado. O processo de recolha de dados processou-se através de duas formas distintas: uma revisão de literatura da temática em estudo; e a realização de entrevistas, junto de entidades que estiveram envolvidas no apoio prestado pelo Exército Português.
Para auxiliar na análise e tratamento dos dados obtidos através das entrevistas, recorreu-se ao uso do software NVivo. Os principais resultados centram-se na melhor coordenação do esforço do Exército Português, identificando as principais vulnerabilidades e potencialidades na sua resposta.
A investigação permitiu concluir que a otimização do apoio logístico prestado pelo Exército Português no combate a pandemias é um desafio complexo, mas essencial. É necessário adotar medidas como fortalecer a coordenação, investir nas capacidades existentes, utilizar tecnologia avançada, promover a flexibilidade operacional e estabelecer mecanismos efetivos de comunicação com a população. Ao implementar essas estratégias, o Exército Português estará melhor preparado para enfrentar os desafios logísticos decorrentes de uma pandemia, garantindo uma resposta mais rápida, eficiente e coordenada.
The present research aims to study the response of the Portuguese Army in fighting the coronavirus pandemic in terms of the provided logistical support. Three case studies were conducted from different countries, including Portugal, where the applied logistic doctrine is similar, in order to investigate potential strengths and vulnerabilities in the logistical support provided by the Portuguese Army. Additionally, proposals are presented to address potential shortcomings in the future. The adopted methodology involves a qualitative research strategy, employing the use of a case study to gain a deeper understanding of the investigated topic. Data collection was carried out through two distinct methods: a literature review on the subject under study; and conducting interviews with entities involved in the support provided by the Portuguese Army. To aid in the analysis and processing of the data obtained from the interviews, the NVivo software was utilized. The main results focus on improving the coordination efforts of the Portuguese Army, identifying key vulnerabilities and strengths in their response. The research concludes that optimizing the logistical support provided by the Portuguese Army in fighting pandemics is a complex yet essential challenge. Measures such as strengthening coordination, investing in existing capacities, utilizing advanced technology, promoting operational flexibility, and establishing effective communication mechanisms with the population are necessary. By implementing these strategies, the Portuguese Army will be better prepared to address the logistical challenges arising from a pandemic, ensuring a faster, more efficient, and coordinated response.
