A (In)Segurança no trabalho dos trabalhadores com deficiência e dos trabalhadores migrantes

Este estudo analisa as condições de segurança no trabalho de trabalhadores com deficiência e trabalhadores migrantes, grupos que enfrentam vulnerabilidades acrescidas no contexto laboral. Partindo da pergunta “Como é garantida a segurança no trabalho destes trabalhadores?”, desenvolveu-se uma investigação qualitativa, teórica e exploratória, baseada em análise documental e bibliográfica, complementada pelas fases iniciais de duas revisões de âmbito (scoping reviews). Foram identificados instrumentos internacionais e nacionais, analisado o enquadramento legislativo e normativo e caracterizada a literatura científica existente. Os resultados evidenciam que, apesar da existência de normas internacionais e nacionais que regulem a segurança no trabalho, persistem fragilidades na sua aplicação e insuficiente integração das necessidades específicas destes trabalhadores nas práticas de prevenção. Conclui-se pela necessidade de políticas públicas e estratégias organizacionais que promovam ambientes laborais inclusivos, propondo medidas legislativas, formativas e operacionais para reduzir riscos e assegurar condições de trabalho seguras e inclusivas.
This study examines occupational safety conditions for workers with disabilities and migrant workers, groups that face increased vulnerability in the workplace. Guided by the question “How is occupational safety ensured for these workers?”, the research adopted a qualitative, theoretical and exploratory approach, based on documentary and bibliographic analysis, complemented by the initial stages of two scoping reviews. International and national instruments were identified, the legislative and regulatory framework analyzed, and the existing scientific literature characterized. Findings reveal that, despite the existence of international and national standards regulating occupational safety, significant gaps remain in their practical implementation and in the integration of these workers’ specific needs into prevention practices. The study concludes by emphasizing the need for public policies and organizational strategies that foster inclusive work environments, proposing legislative, training and operational measures to reduce risks and ensure safe and inclusive working conditions for all.
