Abstract(s)
Neste trabalho foi estudado o fenómeno da comunicação entre as Forças Armadas e a Autoridade Nacional de Emergência e Proteção Civil no contexto do apoio à proteção civil, especialmente em catástrofe, a fim de identificar áreas de melhoria e eventuais medidas corretivas, após análise nas dimensões normativa, social e tecnológica.
Foi escolhido o estudo de caso como desenho de pesquisa, sendo os dados recolhidos principalmente através de análise documental e de um questionário misto a especialistas no tema, analisados por estatística descritiva, análise de conteúdo e interpretação direta.
Os resultados mostraram, como limitações mais significativas: inexistência de doutrina, falta de uma linguagem comum, insuficiente conhecimento mútuo institucional e interpessoal, treino e formação comum insuficientes e carências na interoperabilidade e na resiliência de equipamentos de comunicações e de sistemas de comando e controlo.
Da discussão e interpretação dos resultados construíram-se 14 regras de boas práticas e dez recomendações. Seguidamente, elaborou-se uma proposta de protocolo a estabelecer entre as Forças Armadas e a Autoridade Nacional de Emergência e Proteção Civil, que permitirá melhorar a comunicação objeto de estudo, de forma a potenciar decisões mais informadas, melhorar a coordenação de esforços e, consequentemente, contribuir para a Redução do Risco de Catástrofe.
This work studied the phenomenon of communication among the Military Forces and the National Authority for Emergency and Civil Protection, in the context of civil protection, particularly in disaster, in order to identify areas for improvement and possible corrective measures, analysing through normative, social and technological dimensions. A case study was adopted for research design, with the data being collected mostly through document analysis and a questionnaire with a mixture of closed-ended and open-ended questions to specialists on the subject, analysed by descriptive statistics, content analysis and direct interpretation. Results showed as the most significant limitations: lack of doctrine, lack of a common language, insufficient mutual institutional and interpersonal acquaintance, insufficient common training and education and deficiencies in interoperability and resilience of communications equipment and of command and control systems. Discussion and interpretation of the results yield to 14 good practice rules and ten recommendations. Then, a protocol proposal to be established between the Military Forces and the National Authority for Emergency and Civil Protection was presented, which will make it possible to improve the studied communication, and thus allow for better informed decisions, improvement of effort coordination and, consequently, contribute for Disaster Risk Reduction.
