Abstract(s)
A presente investigação ntitulada “Agressões a Agentes da Autoridade” versa sobre um estudo de caso realizado na área do Destacamento Territorial de Sintra da Guarda Nacional Republicana. Esta temática assume particular relevância porquanto acarreta consequências diretas nas vítimas, no funcionamento da Instituição e na qualidade do serviço prestado, podendo em última instância afetar a confiança na Guarda e o sentimento de segurança no seio da sociedade.
O principal objetivo da investigação visa caraterizar a evolução das agressões cometidas contra os militares no exercício das suas funções ou correlacionadas com estas e determinar, o sentido dessa evolução num período de três anos.
No sentido do cumprimento dos objetivos elaborámos a questão central ou de partida, fio condutor da investigação e da qual emergiram as questões derivadas e, um agregado de hipóteses que permitiram nortear a investigação. A metodologia assenta numa intensa análise bibliográfica, refletida em dois capítulos teóricos e concetuais alusivos à temática e antecâmara argumentativa da consolidação empírica. O trabalho de campo compreendeu a análise documental dos autos de notícia de crimes relativos às agressões cometidas contra os militares, no último triénio, complementada através da realização de entrevistas a militares agredidos.
Concluímos que existiu um aumento das agressões físicas e diminuição de
agressões verbais aos militares da Guarda no período em análise. Acresce que os meios utilizados nas agressões têm vindo a diversificar-se e verificámos ainda um aumento de violência, com o consequente agravamento das consequências.
Por último, as situações de flagrante delito consubstanciaram-se nos momentos
mais propícios à ocorrência de agressões contra os militares da Guarda. Quanto ao agressor carateriza-se por ter entre os 21 e os 30 anos, todavia aferimos a tendência para agressores com faixas etárias mais elevadas.
Abstract The present research entitled "Assaults on Law Enforcement Officials" focus on a case study within the geographic area of Sintra Territorial Unit of the National Guard. This issue is particularly relevant once it can bring direct consequences to the victims, to the functioning of the institution and to the quality of service, and it can ultimately affect the confidence of people in the National Guard and in the feeling of security within the population. The main objective of this research is to characterize the evolution of the assaults against the military personnel whilst they were performing their duties and also to characterize other type of attacks connected with those assaults and to determine the direction that evolution is taking over a period of three years. In order to achieve those goals there was the need to think of a main question which should work as the guiding line for the research from which other questions and hypothesis were then formulated. The methodology was based upon intensive literature review, then reflected in two theoretical and conceptual chapters. The field work included the analysis of official reports regarding crimes committed against military personnel, over the last three years, and it was completed with a set of interviews to military personnel who experienced being assaulted themselves. It could then be concluded that, for the period analyzed in this study, there was both an increase in physical assaults and a decrease in terms of verbal assaults. Moreover, the means used in the attacks have been diversifying and the increase of violence is also a reality, along with the consequent worsening of consequences. Finally, it can be stated that the situations of people caught in the act happened in the exact time when most assaults on the military personnel of the National Guard were taking place. Regarding the profile of the offender, it can only be added that the offenders age ranges from 21 to 30 years.
