Abstract(s)
A preocupação com a redução do risco de catástrofes, o aumento da
sustentabilidade e da resiliência dos territórios é um desígnio global, com metas
definidas em programas mundiais, como o Marco de Sendai, o Acordo de Paris, os
Objetivos do Desenvolvimento Sustentável ou a Nova Agenda Urbana.
A campanha Making Cities Resilient 2030 (MCR2030) do Escritório das Nações
Unidas para a Redução do Risco de Catástrofes, é uma iniciativa que estimula os
governos locais a reduzirem os riscos e a tornem-se mais resilientes e sustentáveis até
ao ano 2030. Promove a partilha de conhecimentos e experiências entre cidades, o
estabelecimento de redes de aprendizagem, de articulação entre os vários níveis de
governo, e da construção de parcerias locais.
Portugal é o país da região da Europa e Ásia Central com o maior número de cidades
aderentes, representando um total de 4.538.255 de pessoas residentes nestes
municípios portugueses.
A adesão à campanha pressupõe a construção de plataformas locais para a redução
do risco de catástrofes (PLRRC). Embora tenha sido publicado um caderno técnico pela
Autoridade Nacional de Emergência e Proteção Civil sobre este tema, verifica-se que os
municípios não implementam estas estruturas de articulação entre os vários
stakeholders.
Este trabalho pretende efetuar uma reflexão sobre este tema, e propor a criação de
um modelo de PLRRC, que possa ser usado e adaptado pelos municípios que queiram
criar estas estruturas.
The concern with reducing the risk of catastrophes, increasing the sustainability and resilience of territories is a global aim, with goals defined in global programs, such as the Sendai Framework, the Paris Agreement, the Sustainable Development Goals or the New Urban Agenda. The United Nations Office for Disaster Risk Reduction's program, Making Cities Resilient 2030 (MCR2030), is an initiative that encourages local governments to reduce risks and become more resilient and sustainable by 2030. It promotes knowledge sharing and experiences between cities, the establishment of learning networks, coordination between the various levels of government, and the construction of local partnerships. Portugal is the country in the Europe and Central Asia region with the largest number of participating cities, representing a total of 4,538,255 people residing in these Portuguese municipalities. Joining the campaign presupposes the construction of local platforms for disaster risk reduction (PLRRC). Although a technical notebook was published by the National Emergency and Civil Protection Authority on this topic, it appears that municipalities do not implement these articulation structures between the various stakeholders. This work aims to reflect on this topic, and propose the creation of a PLRRC model, which can be used and adapted by municipalities that want to create these structures
