Transformação digital na PSP: o potencial de uma aplicação móvel para a eficiência operacional e a proximidade com o cidadão

A presente dissertação analisa o potencial da transformação digital na Polícia de Segurança Pública, com ênfase na disponibilização de uma eventual aplicação móvel como resposta às atuais exigências da sociedade. Através de uma abordagem quantitativa, procedeu-se à análise de dados estatísticos internos da PSP e à aplicação de um inquérito por questionário aos cidadãos residentes na Área Metropolitana de Lisboa, com o objetivo de compreender as suas perceções, expetativas e intenções relativamente ao tema em análise. Os principais resultados evidenciaram uma perceção favorável dos inquiridos quanto à referida aplicação, reconhecendo-lhe utilidade quanto às suas possíveis funcionalidades e como meio de comunicação e interação com a Polícia. Os dados analisados sugerem que a utilização de uma aplicação móvel para a comunicação de ocorrências poderá contribuir para a diminuição da carga administrativa associada aos atendimentos presenciais, possibilitando a libertação de recursos humanos para outras funções. Os inquiridos revelaram que utilizam com frequência as aplicações móveis disponibilizadas pela Administração Pública, o que sugere uma predisposição favorável para a adoção de soluções digitais semelhantes no contexto policial. Conclui-se que esta ferramenta deve ser um complemento aos meios de comunicação atuais e não um substituto destes, garantindo a perceção e aceitação dos cidadãos sem perder a proximidade com estes. Propõe-se a realização de projetos-pilotos que permitam avaliar de forma progressiva a viabilidade da criação e implementação de uma aplicação contribuindo para a sustentabilidade e eficiência do serviço público.
This dissertation analyzes the potential of digital transformation within the Public Security Police, with an emphasis on the potential implementation of a mobile application as a response to society’s current demands. Using a quantitative approach, we analyzed internal statistical data from the PSP and conducted a questionnaire survey of residents in the Lisbon Metropolitan Area, with the aim of understanding their perceptions, expectations, and intentions regarding the topic under analysis. The main results showed a favorable perception among respondents regarding the app, recognizing its usefulness in terms of its potential features and as a means of communication and interaction with the police. The analyzed data suggest that the use of a mobile app for reporting incidents could help reduce the administrative burden associated with inperson interactions, freeing up human resources for other duties. Respondents indicated that they frequently use mobile apps provided by the government, suggesting a favorable predisposition toward adopting similar digital solutions in the context of policing. It is concluded that this tool should complement current communicationchannels rather than replace them, ensuring public awareness and acceptance without losing touch with citizens. It is proposed that pilot projects be carried out to progressively assess the feasibility of creating and implementing an application that contributes to the sustainability and efficiency of public services.
