Resumo
A Lei de Bases da Política Florestal (Lei n.º 33/96, de 17 de agosto), através de um dos seus objetivos de proteção da floresta contra incêndios, foi o mote para a implementação do Programa de Sapadores Florestais, através do Decreto-Lei n.º 179/99 de 21 de maio, que estabeleceu, para o território do continente, as regras e os procedimentos a adotar na criação e reconhecimento de equipas de sapadores especializadas em ações silvicultura preventiva, sobretudo por parte do setor florestal privado, empenhado em implementar medidas de defesa da floresta contra incêndios. O acompanhamento e a participação nos processos de atribuição e seleção de equipas de sapadores do Programa de Sapadores Florestais, enquadrado com as várias alterações da legislação que regulamentaram o funcionamento deste programa, permitiu efetuar uma análise e avaliação da atribuição de equipas, descorrentes dos sucessivos processos de constituição, no período entre 1999 e 2012. Este trabalho, apresenta uma metodologia para a análise de candidaturas à constituição de equipas de sapadores florestais, ajustada ao potencial do território e às funções atribuídas a estas equipas. Apresenta uma proposta de áreas prioritárias para alocação de equipas e propõe uma redefinição dos critérios e da grelha do processo de seleção, para o Distrito de Coimbra. Apresenta assim um contributo para uma maior coerência na atribuição e na implementação das equipas no território, o que irá proporcionar um melhor funcionamento do Programa de Sapadores Florestais.

Abstract One of the objectives of the Basis of Forest Policy law (Law n. º 33/ 96 of August 17), was the protection against forest fires, which worked out has a leit motiv for the implementation of the Forestry Firefighters Program. The Law Decrete n.º 179/ 99 of May 21, established for the mainland territory , the rules and procedures that should be adopted to create and recognize the firefighters teams, that were in specialized in preventive silviculture, mainly promoted by the private sector and committed to implementation of protective measures against forest fires . The monitoring and participation in the processes of teams selection and creation, of Forestry Firefighters Program, followed with several legislation changes, that regulated program, allowed to perform the evaluation of the processes that were conducted between 1999 and 2012. This work presents a methodology for the analysis of forest firefighter’s teams applications, that are adjusted to the territory potential and functions that would be developed. This work presents a proposal of priority areas for the teams allocation, and proposes a criteria redefinition and one evaluation matrix for the Coimbra district selection process. Thus presents a contribution to improve the consistency for the teams creation and implementation in the region, which will provide a better approach for the Program of Forestry Firefighters.
