O nível local afigura-se como o mais importante para a proteção civil, por ser nesse nível que se encontram os destinatários das medidas de proteção em caso de desastre, ou seja a população, mas também onde se encontram as equipas de resposta.
O planeamento de emergência de proteção civil realizado pelos municípios é assim fundamental na preparação para o desastre, mas também na resposta e recuperação da normalidade para a população, motivo pelo qual se procurou analisar se os governantes dos 308 municípios portugueses têm cumprido com a obrigação legal de elaborar e implementar os Planos Municipais de Emergência de Proteção Civil, quais as limitações e obstáculos, mas sobretudo em que medida a perceção do risco e dos procedimentos de autoproteção da população está a ser afetada pela forma como os governantes exercem a política municipal de proteção civil. A inquirição da população através de questionários é uma metodologia adequada para analisar a sua perceção das políticas de proteção civil e encontrar os melhores canais para as alterar.
Para o efeito é analisado, como caso de estudo da aplicação das políticas de proteção civil, o Município do Seixal e a partir deste deduzidas as práticas em outros municípios e a perceção de outras populações sobre proteção civil, tendo sido concluído que ao contrário do que inicialmente se antevia, a população tem a perceção dos riscos a que está sujeita e de uma forma geral conhece os procedimentos que deve seguir perante uma catástrofe, ainda que exista um longo caminho a percorrer para uma sociedade resiliente perante o desastre.
Local level appears to be the most important for civil protection, as it is the main object of protection measures in the event of a disaster, i.e. the population, but also as it hosts the response teams. The civil protection emergency planning carried out by the municipalities is therefore vital in the preparation for the disaster, but also in the response, recovery and return to normality of the population. This is the reason why an attempt was made to analyse the extent to which the governors of the 308 Portuguese municipalities have complied with the legal obligation to draw up and implement Municipal Civil Protection Emergency Plans, identifying limitations and obstacles, but above all to study how far the population's perception of risk and self-protection procedures is being affected by the governor’s exercise of municipal civil protection policy. Surveying the population through questionnaires is an adequate methodology to analyze their perception of civil protection policies and find the best channels to change them. For this purpose, the Municipality of Seixal is analysed, as a case study of the application of civil protection policies, and taken as the basis to infer how that practice occurs in other municipalities and the perception of other inhabitants with regard to civil protection, having been concluded that initially foreseen, the population is aware of the risks to which it is subject and, in general, knows the procedures to be followed in the face of a catastrophe, even though there is a long way to go for a resilient society in the face of disaster.
