A atual guerra na Ucrânia veio reavivar a atenção da sociedade para a Segurança e
Defesa, enfatizando, apesar da permanente inovação de sistemas e tecnologias, a vantagem
do poder militar.
Considerando a exponencial evolução dos vetores que influenciam as operações
militares, cujo sucesso depende significativamente do progresso nas capacidades de Poder
Aéreo e da integração entre os diferentes domínios que intervêm na guerra, esta investigação
teve por objetivo propor requisitos estruturais para o estabelecimento de um Sistema
Avançado de Batalha (SAB) para operação da Força Aérea (FA) portuguesa no Futuro
Ambiente Contestado (FAC). Para tal, pautou-se por um raciocínio indutivo, estratégia de
investigação qualitativa e estudo de caso como desenho de pesquisa, e alicerçou na análise
documental e dos dados das entrevistas semiestruturadas conduzidas a 10 entidades experts
nas áreas de Joint All-Domain Command Operation.
Dos resultados, concluiu-se que estes requisitos passam por adaptar pessoas, processos
e tecnologia às operações conjuntas no multi-domínio, e por fundamentar o Comando e
Controlo baseado no contexto e centrado na decisão, assente em princípios basilares no qual
o Comando de Missão ganha grande relevo no desenrolar das missões. No final, apresentouse
uma proposta para o estabelecimento de um SAB para operação da FA no FAC.
The current war in Ukraine has revived society's attention to Security and Defense, emphasizing, despite the permanent innovation of technologies, the advantage of military power. Considering the evolution of vectors that shape military operations, whose success depends on development in Air Power capabilities and on All-Domain integration, this investigation aimed at proposing structural requirements to establish an Advanced Battle System (SAB) for the Portuguese Air Force (FA) operation in the Future Contested Environment (FAC). This researched was based on inductive reasoning methodology, qualitative research strategy and case study design, reinforced by document analysis and data from semi-structured interviews conducted with 10 expert entities in the areas of Joint All-Domain Operation. From the results, it was concluded that these requirements involve adapting the workforce, processes and technology to joint operations in multi-domain environment, and implementing a Command and Control adapted to specific context and focused on decision, based on basic principles in which Mission Command has great relevance. In the end, a proposal was presented for the establishment of a SAB for the operation of the FA in the FAC.
