Abstract(s)
O Sistema de Forças Nacional prevê um conjunto de Capacidades e de Objetivos de
Força, que se traduzem em Elementos da Componente Operacional do Sistema de Forças
existentes nos Ramos das Forças Armadas. No entanto, com frequência, verifica-se a
referência, em diferentes contextos, ao termo “Capacidades Conjuntas”, conceito que não
está definido na doutrina nacional e nas doutrinas de referência carecendo de clarificação.
O objeto deste estudo são as capacidades militares, focando-se a análise nos aspetos
genéticos e estruturais das capacidades conjuntas adotadas pelas Forças Armadas
Portuguesas.
Tendo em vista avaliar a coerência da abordagem nacional e comparar a mesma com
as abordagens feitas por outros países adotou-se uma estratégia de investigação qualitativa,
um raciocínio indutivo e um desenho de pesquisa comparativo entre a realidade nacional e
as opções tomadas por Espanha e pela Alemanha.
Como principais resultados propomos uma definição para o conceito de capacidades
conjuntas, identificámos que a abordagem nacional tem um forte alinhamento com
abordagem realizada por Espanha e concluímos com a proposta de dez linhas de Ação
estratégicas para o desenvolvimento das capacidades conjuntas das Forças Armadas
Portuguesas.
The National Force System provides a set of Capabilities and Objectives, which translate into Elements of the Operational Component of the Force System provided by the Armed Forces Services. However, there is often a reference, in different contexts, to the term “Joint Capabilities”, a concept that is not defined either at the national doctrine nor at the reference doctrines thus requiring clarification. The object of this study is military capabilities, focusing on the analysis of the genetic and structural aspects of the joint capabilities adopted by the Portuguese Armed Forces. To assess the coherence of the national approach and compare it with the approaches taken by other countries, a qualitative research strategy, inductive reasoning and a comparative research design were adopted between the national reality and the options taken by Spain and the Germany. As main results we propose a definition for the concept of joint capabilities, we identified that the national approach has a strong alignment with the approach carried out by Spain and we conclude with the proposal of ten strategic lines of action for the development of the joint capabilities of the Portuguese Armed Forces.
