| dc.description.abstract | A presente investigação analisa os atuais desafios das Forças Armadas Brasileiras face às novas ameaças transnacionais, que têm assumido protagonismo na América do Sul. Este fenómeno tem impacto no Estado brasileiro e reflete-se no empenhamento recorrente e por períodos prolongados dos militares, em missões cada vez mais complexas, desafiando as tradicionais caraterísticas institucionais, as capacidades e as estratégias da instituição. Na análise dos dados foi utilizada a técnica do Discurso do Sujeito Coletivo, apoiada pelas ferramentas DSCsoft 2.0, SWOT e PESTEL. Começando por enquadrar a nova realidade dessas ameaças e a forma com que têm afetado o território nacional, procedeu-se à análise da atuação das Forças Armadas Brasileiras neste contexto, os fatores endógenos e exógenos intervenientes e os desafios decorrentes destas ameaças. Os resultados obtidos permitiram inferir sobre as principais ameaças transnacionais, a sua tendência e o nível de desempenho das Forças Armadas. Foram identificados desafios e estratégias face às ameaças transnacionais, que devem ser estruturados de forma transversal aos níveis Político, Estratégico, Operacional e Tático. As Forças Armadas são, atualmente, uma instituição credível perante a sociedade, devendo adotar uma postura essencialmente colaborativa perante as outras instituições, num esforço coletivo e interagência, que é necessário articular e legislar convenientemente. | pt_PT |
| dc.description.abstract | The following investigation work looks upon the current challenges faced by the Brazilian Armed Forces due to the new transnational threats, which have taken the lead in criminal activity in South America in the last two decades. This has caused severe problems to the Brazilian State which have reflected in the frequent and prolonged employment of the Armed Forces in ever more complex missions, by challenging its institutional characteristics, its capacities and the military strategy for carrying out its constitutional mission. Data analysis was carried out by using the Collective Subject Speech Method, supported by DSC soft 2.0, SWOT and PESTEL tools. It was necessary to begin by framing these threats and the way they have affected the Brazilian territory into context, followed by the analysis of the current course of action of the Brazilian Armed Forces relative to the internal and external environment viewpoints, together with the challenges posed by these threats. The results of the investigation allowed to identify and project the main transnational threats into the future in the short and medium runs, and to evaluate the performance of the Brazilian Armed Forces. Challenges to face the transnational threats were identified, and it was shown that action against them should be covered the Political-Strategic and the Operational-Tactical organizational levels. Today, for the Brazilian Armed Forces are a credible reference to society, and they should adopt a collaborative attitude before other institutions, in a collective interagency effort which must be adequately articulated and legislated. | pt_PT |
