| dc.description.abstract | A Península Ibérica, penetrando no Atlântico, constitui geograficamente o limite sudoeste do continente europeu, com uma área de cerca de 600.000 km2. Dois estados vizinhos, Portugal e Espanha, partilham este espaço de uma forma desequilibrada numa relação de cinco para um favorável à Espanha, sendo ainda relevante salientar que, por via terrestre, apenas Espanha dispõe de acesso aos restantes estados europeus. A configuração geográfica deste extremo periférico da Europa proporcionou que, ao longo da história, sucessivos povos tenham ocupado a Península e tenham desenvolvido, com alguma uniformidade, características sociais, culturais, religiosas e linguísticas, independentemente dos limites politicamente estabelecidos ao longo de séculos. Espanha sempre manifestou uma orientação continental, enquanto Portugal foi no mar que encontrou a sua projecção mundial e o desenvolvimento económico. Após séculos, vividos períodos de afastamento e outros de aproximação e cooperação, os dois estados, no final do século XX, envolveram-se simultaneamente em projectos comuns e nas mesmas organizações internacionais. Para além das características partilhadas, nomeadamente no tocante à unidade geográfica e às raízes históricas, são importantes a dimensão e a configuração física relativa dos dois estados que conferem a Portugal um cenário difícil, apenas com duas fronteiras geográficas, de idêntica dimensão, uma por terra – Espanha, barreira inevitável no espaço europeu, e outra pelo mar – o extenso Atlântico, de dificuldades, de desafios e de oportunidades. Perante este panorama e a eventualidade de uma configuração exígua do estado português, considera-se relevante discutir a postura, no âmbito da relação ibérica, que permita a Portugal um desenvolvimento económico e social favorável, bem como a manutenção e eventual melhoria dos níveis de credibilidade em cenários internacionais. Abstract: The Iberian peninsula, penetrating into the Atlantic, is geographically the southeastern edge of mainland Europe, with an area of approximately 600,000 km2. Two neighboring states, Portugal and Spain, share this space on an unbalanced way by a ratio of five to one in favor of Spain, being also important to note that, by land, only Spain has access to the other European states. The geographical configuration of the peripheral edge of Europe allowed that, throughout history, different people have occupied the Peninsula and have developed, with some uniformity, social, cultural, religious and linguistic features, regardless of political boundaries established for centuries. Spain has always manifested a continental orientation, while Portugal found its world projection and economic development world at the sea. After centuries, the two states experienced some periods of distance and some others of approach and cooperation, and in the late twentieth century, both became involved simultaneously in joint projects and under the same international organizations. In addition to the features shared, particularly with regard to the geographical and historical roots, the relative size and physical configuration of the two states are important and imposes to Portugal a difficult scenario with only two geographic boundaries of equal size, one by land - Spain, the inevitable barrier to Europe, and the other by sea - the vast Atlantic, with its difficulties, challenges and opportunities. Against this background and the possibility of a limited configuration of the Portuguese state, it is relevant to discuss the position within the Iberian relationship, to allow for Portugal a favorable economic and social development as well as to maintain and possibly to improve the levels of credibility international scenarios. | pt_PT |
