Abstract(s)
Os desafios contemporâneos de segurança solidificaram a ideia de segurança como uma
das tarefas-chave do Estado e o alicerce que consolida todos os aspetos fundamentais da
vida em sociedade. Nesse contexto, num Estado de Direito Democrático, não pode haver
dúvidas sobre a garantia desse direito e a preservação da segurança interna como base da
Democracia. A segurança interna em São Tomé e Príncipe, estudada neste trabalho sob
as perspetivas jurídica, política, social e operacional, tem sido palco de desafios. Vários
problemas estruturais, como as diferentes formas de insegurança causadas pelo aumento
da taxa de criminalidade, o surgimento de novo modus operandi e novas tipologias
criminais, fazem questionar a caracterização do atual contexto securitário. As políticas
públicas de segurança, como ações governamentais em resposta a um determinado
problema de segurança, exigem um diagnóstico dos fatores de insegurança. Assim, a
preocupação com a segurança interna e com as respostas do Estado levou ao estudo da
(in)segurança interna, das políticas públicas de segurança e da Polícia Nacional de São
Tomé e Príncipe como um dos órgãos responsável pela garantia da segurança interna e
ator fundamental na implementação e transformação das políticas públicas de segurança.
Conclui-se que as políticas públicas influenciam sobremaneira o contexto da segurança
interna, uma vez que as novas formas de criminalidade que surgem na sociedade exigem
uma maior resposta do Estado e adaptação por parte da polícia. E com a intenção deste
estudo exploratório servir de contribuição para a reflexão, foi proposto a criação dos
relatórios anuais de segurança interna como uma forma de caracterizar a segurança
interna anualmente.
Contemporary security challenges have solidified the idea of security as one of the most important tasks of the State and the foundation that consolidates all the fundamental aspects of life in society. In this context, in a Democratic State there can be no doubt about the guarantee of this right and the preservation of internal security as the basis of Democracy. Internal security in São Tomé and Príncipe, studied in this paper from the legal, political, social and operational perspectives, has faced some challenges. Various structural problems, such as the different forms of insecurity caused by the increase in the crime rate, the emergence of new modes of operation and new criminal typologies, call into question the characterisation of the current security context. Public security policies, as governmental actions in response to a given security problem, require a diagnosis of the factors of insecurity. Thus, concern about internal security and the State's responses led to the study of internal (in)security, public security policies and the National Police of São Tomé and Príncipe as one of the organizations responsible for guaranteeing internal security and a key player in the implementation and transformation of public security policies. The conclusion is that public policies have a major influence on the context of internal security, since the new forms of crime that emerge in society demand a greater response from the state and adaptation on the part of the police. And with the intention of this exploratory study serving as a contribution to reflection, the creation of annual internal security reports was proposed as a way of characterising internal security on an annual basis.
