| dc.description.abstract | Esta investigação propôs-se contribuir para melhorar a articulação entre as Forças Armadas e os Agentes de Proteção Civil, apurando as deficiências e/ou as dificuldades na sua articulação, as lacunas e disfunções do normativo regulador e sugerindo boas práticas de outros países ou de organizações internacionais. Definiu-se como objetivo geral deste estudo, a identificação de linhas de ação que contribuíssem para otimizar o modelo de articulação entre as Forças Armadas e os Agentes de Proteção Civil. O estudo apoiou-se numa estratégia de investigação qualitativa, num raciocínio do tipo indutivo, num desenho de pesquisa estudo de caso, em que a recolha de dados se baseou na consulta de relatórios, literatura diversa e entrevistas. O estudo mostrou que existem problemas de coordenação e de comunicações, entre os Agentes de Proteção Civil, e que tem havido poucas oportunidades de treino e formação conjunta, com consequências na articulação entre as diferentes entidades. Verificou-se ainda que, alguns dos documentos enquadradores necessitam de ser revistos. Algumas das linhas de ação identificadas, passam por aumentar as oportunidades de interação, nomeadamente, através da formação e treino entre as Forças Armadas e os Agentes de Proteção Civil, assim como, melhorar e adequar a legislação e normativo enquadrante. Abstract: This research studied the articulation between the Armed Forces and the Civil Protection Agents, characterizing the deficiencies and / or difficulties in their articulation, identifying dysfunctions of the regulatory norms and suggesting good practices from other countries or in international organizations, that can contribute for the Portuguese model. The study was initiated, defining the state of articulation of the Armed Forces and other Civil Protection Agents, with special emphasis on the relationship with the National Civil Protection Authority. In the study we used 'inductive' thinking, a 'qualitative' research strategy and a 'case study' research design. The work has shown that there are conditions to improve the articulation between the Armed Forces and the Civil Protection Agents, some of them derived from good practices of other countries or international organizations, and that some of the existing regulations should be reviewed, in order to reflect current needs. Research has shown that there are interventions that can optimize articulation between the Armed Forces and Civil Protection Agents, namely, through joint formation and training, to improve interoperability of human and material resources, as well as Civil Protection doctrine. | pt_PT |
