Abstract(s)
O presente trabalho surge no âmbito do Relatório Científico Final do Trabalho de
Investigação Aplicada (RCFTIA), com o título “A GNR na formação das Polícias nos Países de Língua Oficial Portuguesa”.
A necessidade de uma constante atualização, formação e treino da força policial que garante a segurança do país, são a consequência das constantes evoluções e modificações da sociedade atual, o incremento da criminalidade violenta e a diluição de fronteiras entre nações.
Desde 2004, a Guarda Nacional Republicana (GNR), tem contribuído no âmbito da
formação das polícias dos Países de Língua Oficial Portuguesa, em cooperação técnicopolicial. Esta força de segurança tem assumido responsabilidades pela formação, o que
demonstra a importância reconhecida pelos Estados que a solicitam, especificando a intenção de instruírem as suas polícias, com o modelo português.
Este relatório científico retrata as formas de recrutamento para as polícias angolana,
timorense e macaense e o contributo da Guarda Nacional Republicana, na evolução da sua formação ao longo dos períodos estudados.
Por forma a estruturar o trabalho de investigação aplicada e como forma de
despoletar o estudo, foi criada uma pergunta de partida que originou algumas hipóteses e
perguntas derivadas. Assim, de acordo com a metodologia enunciada, este estudo comporta
uma fase inicial teórica, de análise da literatura existente, sendo a fase seguinte eminentemente prática, através da realização de entrevistas às entidades, que pelas funções desempenhadas, garantem a credibilidade do estudo.
Concluída a análise e, numa possível síntese, depreende-se que o contributo da Guarda Nacional Republicana foi bastante positivo, influenciando em diversos aspetos, seja na forma como garantiu a evolução técnica das polícias formadas, como também na garantia da continuidade da formação, instruindo formadores para futuros cursos nos moldes semelhantes aos da designada força de segurança.
Abstract This work appears in the Applied Research Final Scientific Report, entitled "The training of the GNR Police in Countries of Portuguese Official Language". The need for police force constant updates, education and training of the police force that ensures the security of a country, are the result of constant changes and modifications of the present society, the violent crime increase and the removal of borders between nations. Since 2004, the Republican National Guard (GNR), has helped the police of the Portuguese Speaking Countries training in a technical cooperation. This security force has assumed responsibility for training, which highlights the importance attributed by States that request it, specifying the intention to instruct their police, using the Portuguese model. This scientific report covers police recruitment forms to Angola, East Timor and Macao and the contribution of the National Guard to the evolution of their training throughout the studied period. In order to structure the applied research and, as a way to defuse the study an initial question was given that led to some hypotheses and derived questions. Thus, according to the stated method, this study involves an initial theoretical analysis of the existing literature, followed by an eminently practical phase, conducting several interviews ensuring in that manner the credibility of the study by the functions they performed. As a brief conclusion, and after a complete analysis and a possible synthesis, it appears that the contribution of the National Guard has had a very positive influence on many aspects, by the way they secured the technical development of trained police, but also in ensuring the continuity of training, instructing trainers for future courses in a similar manner to the designated security force.
