A segurança pública constitui um pilar fundamental para a coesão social e o desenvolvimento urbano sustentável. Em Portugal, o sistema de segurança interna, caracterizado pela coexistência de diversas forças e serviços, designadamente a Polícia de Segurança Pública (PSP) e as Polícias Municipais (PM), exige modelos de cooperação inovadores, para otimizar a resposta aos desafios contemporâneos. Este estudo aprofunda a natureza e as dinâmicas da cooperação policial no Concelho de Loures, focando-se na intrincada relação entre a PSP e a Polícia Municipal de Loures (PML). Através de uma revisão bibliográfica extensiva, análise documental de legislação pertinente, protocolos e relatórios públicos, e, ainda, exploração de dados secundários, este artigo visa investigar como as políticas de segurança são operacionalizadas por meio desta colaboração. Especificamente, procura identificar os modelos de cooperação estabelecidos, as áreas de atuação complementar que surgem, os desafios inerentes à articulação interinstitucional e os benefícios mensuráveis, que resultam para a segurança local e o bem-estar dos cidadãos. A análise sugere, que a articulação estratégica e operacional entre a PSP e a PML é crucial para uma resposta abrangente e eficaz aos desafios de segurança urbana, permitindo a otimização de recursos e um reforço significativo do sentimento de segurança, percebido pela comunidade.

In Portugal, the internal security system, characterized by the coexistence of various forces and services—namely the Public Security Police (PSP) and the Municipal Police (PM)—requires innovative cooperation models to optimize the response to contemporary challenges. This study deepens the nature and dynamics of police cooperation in the municipality of Loures, focusing on the intricate relationship between the PSP and the Loures Municipal Police (PML). Through an extensive literature review, documentary analysis of relevant legislation, protocols and public reports, and the exploration of secondary data, this article aims to investigate how security policies are operationalized through this collaboration. Specifically, it seeks to identify the established cooperation models, the emerging areas of complementary action, the inherent challenges of interinstitutional articulation, and the measurable benefits that result for local security and citizens well-being. The analysis suggests that strategic and operational articulation between the PSP and the PML is crucial for a comprehensive and effective response to urban security challenges, enabling resource optimization and a significant reinforcement of the community’s perceived sense of security.
