A sustentabilidade da Ação Social Complementar nas Forças Armadas – um novo modelo de gestão para o IASFA I.P.?

| dc.description.abstract | Neste trabalho de investigação aborda-se o Instituto de Ação Social das Forças Armadas, (IASFA I.P.), procurando identificar no domínio da “Ação Social Complementar” (ASC) a necessidade em alterar o paradigma de gestão tendo em vista melhorar a sustentabilidade. Para tanto, usou-se a metodologia de investigação desenvolvida por Quivy e Campenhoudt e, numa abordagem hipotético-dedutiva, procurou-se responder à questão central, i.e., “Que aspetos de gestão do IASFA devem ser ajustados de modo a contribuir para o reforço da sustentabilidade da componente da ASC?”. Assim, partindo de pesquisa bibliográfica, conjugada com análise documental de vária natureza, formulou-se como propósito estabelecer Requisitos de Mudança, os quais permitirão desencadear um conjunto de tarefas de natureza transformacional a realizar pelo próprio IASFA I.P., de modo a otimizar, num figurino holístico e integrado, a sustentabilidade da ASC. O processo transformacional tem natureza dual, envolve recursos financeiros e humanos, com reflexos significativos e positivos na resposta social, destacando-se o apoio a idosos e a melhoria do património habitacional. Uma vez alcançado um tal resultado final, reforçar-se-á o papel do IASFA I.P. para o qual foi criado, i.e., “garantir a ação social complementar dos seus beneficiários(...) e assegurar ações de bem-estar social (...)” . Abstract: This research addresses the Portuguese Armed Forces social welfare organization, (IASFA), seeking to verify, in the area of Complementary Social Welfare (CAS), the need to change the relevant management process in view of improving sustainability. To this end, it was used the Quivy and Campenhoudt research method and a hypothetical-deductive approach, in view of answering to the research central question, i.e., "Which IASFA management aspects should be adjusted contributing to strengthen the sustainability of CAS? ". Starting from a review of literature, combined with the analysis of the associated documentation, a set of Requirements for the Change were formulated, which will trigger a set of tasks with transformational nature, to be performed by IASFA, to optimize in a holistic and integrated manner the CAS sustainability. The transformational process has dual nature, involves financial and human resources, with significant and positive impact on the social response, in particular, the support for the elderly people and the improvement of the real state patrimony. Once reached such end state, IASFA I.P.’ purpose will be enhanced, namely, for which it was created, i.e. "to ensure complementary social action of its beneficiaries (...) and ensure social welfare actions (...)". | pt_PT |
