| dc.description.abstract | Num contexto profundamente marcado por uma acelerada e incessante mutação, nunca como hoje as sociedades estiveram tão suscetíveis aos fenómenos da complexidade, da vulnerabilidade e da incerteza. Cada vez mais, pessoas e organizações vivem fixadas na procura de equilíbrios que lhes confiram o sempre ambicionado conforto da segurança. Mudar, reestruturar e reformar, tornaram-se definitivamente no alfa e ómega da sobrevivência. Como se não bastasse, o momento que Portugal atravessa, vincado por dificuldades económico-financeiras, veio intensificar a lógica reformista do Estado. As Forças Armadas (FFAA), subordinadas aos preceitos constitucionais que conferem a sua existência, confrontam-se com a necessidade de encetar mais uma reforma, desta feita numa conjuntura dominada por fatores suscetíveis de influenciar a sua implementação e afetar a identidade daquele que é, ainda, um dos pilares fundamentais da Nação. O presente estudo incide assim sobre a reforma em curso na Defesa Nacional, designada por “Defesa 2020”, procurando avaliar até que ponto a influência de fatores endógenos e exógenos, que a contextualizam, poderá, ou não, provocar uma efetiva descaraterização identitária das FFAA. A investigação desenvolvida comporta a análise das orientações políticas consignadas na reforma, bem como o estudo particularizado dos fatores conjunturais estruturantes da sua conceção e desenvolvimento, designadamente as limitações das finanças públicas, os efeitos da adoção das políticas de Smart Defence e de Pooling & Sharing e as implicações de um eventual domínio da tendência federalista no seio da União Europeia. O trabalho contempla ainda a caraterização da noção de “Identidade das FFAA”, convocando-se para tal os contributos teóricos do campo das ciências da gestão e do comportamento organizacional, onde se ancoram os estudos sobre Identidade Organizacional e Identidade Corporativa. O quadro de análise completa-se com a realização de um inquérito destinado a avaliar a perceção sobre a reforma “Defesa 2020” junto daqueles que mais diretamente contribuem para a construção, consolidação e evolução da identidade das FFAA. O estudo levado a cabo permitiu concluir que a influência dos fatores conjunturais no contexto da reforma “Defesa 2020”, não é passível, por si só, de promover alterações de substância capazes de desencadear a descaraterização identitária das FFAA. Abstract: In a context marked by a profoundly accelerated and continuous mutation, today as never before societies were as susceptible to the phenomena of complexity, vulnerability and uncertainty. Increasingly, individuals and organizations live set in finding equilibrium that give them the ever coveted comfort of safety. Change, restructure and improvement, became definitely the alpha and omega of survival. As if that were not enough, the period that Portugal is crossing over is highlighted by economic and financial difficulties came to intensify the reformist logic of the state. The Armed Forces (FFAA) subordinated to constitutional precept which confer their existence, are confronted with the need to initiate another reform, this time in an environment dominated by factors that might influence its implementation and affect the identity of which is still one of the fundamental pillars. This study thus focuses on the ongoing reform in the National Defense, called "Defense 2020", attempting to assess to what extent the influence of endogenous and exogenous factors that contextualize the problema, may, or may not, suggest an effective identity mischaracterization of the FFAA. The research undertaken involves the analysis of policy guidance consigned to reform as well as the detailed study of their structural terms, their design and development, namely the limitations of public finances, the effects of the adoption of policies to Smart Defence and Pooling & Sharing and the implications of a possible field of federalist tendency within the European Union. The work also includes the characterization of the notion of "identity of the armed forces", calling to such theoretical contributions of the field of management science and organizational behaviour, where the study of Organizational Identity and Corporate Identity are anchored. The framework of analysis is completed with the realization of a survey to assess the perception on reform "Defense 2020" among those that most directly contribute to the building, consolidation and development of the identity of the FFAA. The study conducted showed that the influence of structural terms of the reform "Defender 2020" is not likely, by itself, to promote changes to the substance capable of triggering the identity mischaracterization of the armed forces. | pt_PT |
