Abstract(s)
Os Sistemas de Gestão da Segurança e Saúde no Trabalho, enquadrados como parte do
sistema global de gestão das organizações, assumem atualmente, no mundo global e cada vez
mais exigente e competitivo, um papel estratégico no desenvolvimento das políticas, na
prevenção, na produtividade, na imagem e na competitividade das empresas. As atividades
levadas a cabo nesta área, para serem eficazes e eficientes, deverão ser integradas em todas as
atividades das organizações e em particular em todos os seus níveis hierárquicos.
O objetivo do presente trabalho foi assim, através de um estudo de caso, definir uma
estratégia para a implementação de um Sistema de Gestão da Segurança e Saúde no Trabalho
numa empresa gestora de postos de abastecimento de combustíveis.
O estudo em causa procurou identificar e caracterizar todas as áreas de SST, que
carecem de melhorias, sugerir um conjunto de soluções e propor uma estratégia de
implementação de um Sistema de Gestão da Segurança e Saúde no Trabalho. Numa perspetiva
de futuro foram tidos em consideração os requisitos da nova norma ISO DIS 45001, e assim
deixada em perspetiva a possibilidade da Certificação do SGSST.
O presente trabalho aborda numa primeira parte os sistemas de gestão da segurança e
saúde no trabalho, as normas existentes e o novo referencial em fase de conclusão denominado
ISO DIS 45001 que substituirá a norma OHSAS 18001:2007 e a NP 4397:2008. Numa
segunda parte é efetuado um diagnóstico da organização alvo do estudo, identificadas as
necessidades de melhoria e definida uma estratégia, propondo as medidas para a
implementação de um Sistema de Gestão da Segurança e Saúde no Trabalho em cumprimento
da norma ISO DIS 45001. Numa terceira parte e com base em auditoria ao sistema
implementado, propõem-se as ações de melhoria com vista à preparação da organização para
uma eventual certificação.
Ficaram claras as vantagens que a organização pode ter com a criação e implementação
de um SGSST, dos benefícios para os trabalhadores e do alcance dos valores da Política, da
Cultura e da Melhoria contínua nas estratégias de Segurança.
The Occupational Health and Safety Management Systems, framed as part of the global organization management system, currently assumes, in the global and increasingly demanding and competitive world, a strategic role in the development of policies, prevention, productivity, image and competitiveness of enterprises. The activities carried out in this area, to be effective and efficient, should be integrated into all activities of the organizations and in particular at all their hierarchical levels. The objective of this work was thus, through a case study, defining a strategy for the implementation of an Occupational Health and Safety Management System in a managing company of fuel supply stations. The study in question sought to identify and characterize all OH&S areas, which lack improvements, suggest a set of solutions and propose a strategy for implementing an Occupational Health and Safety Management System. In a perspective of future, the requirements of the new ISO DIS 45001 standard, were taken into consideration, and thus left in perspective the possibility of the system certification. The present work covers in the first part the Occupational Health and Safety Management Systems, the existing norms and the new standard called ISO DIS 45001, which will replace the OHSAS 18001:2007 and NP 4397:2008. In a second part is conducted a diagnosis of the target study organization, identified the improvement needs and defined a strategy, proposing the measures to implement an Occupational Health and Safety Management System in compliance with the ISO DIS 45001 standard. In a third part and based on auditing the implemented system, improvement actions are proposed to prepare the organization for possible certification. It was clear the advantages that the organization can have with the creation and implementation of an Occupational Health and Safety Management System, the benefits for workers and the reach of the values of the policy, culture and continuous improvement in safety strategies.
