Mais do que uma crise sanitária, a pandemia COVID-19 expôs o mundo a uma crise económica
e humanitária. Todos os governos se depararam com dificuldades em conter a progressão do
vírus, fornecer os cuidados de saúde adequados e em criar medidas de apoio às instituições
públicas e privadas.
Portugal não foi exceção e criou pacotes de medidas de apoio, financeiras e não financeiras.
Mas será que estas medidas chegaram a todas as Instituições? Será que foram suficientes para
que as organizações da Economia social conseguissem cumprir a sua missão numa altura de
maior procura?
Este estudo pretende analisar o impacto financeiro da pandemia nas organizações da Economia
Social. Para responder à questão em investigação serão analisados os dados previamente
recolhidos, por um grupo de investigadores do Instituto Politécnico de Setúbal, através de
inquérito realizado online a 944 Organizações da Economia Social de todo o território nacional.
Constatou-se que, apesar das medidas criadas pelo estado, as Organizações da Economia Social
sofreram um grande impacto financeiro durante o segundo confinamento. Muitas das
Organizações da Economia Social viram as suas receitas serem reduzidas o que levou à redução
ou encerramento de atividades. Foi possível ainda apurar que a maioria das Organizações da
Economia Social, mantém uma forte dependência financeira do Estado e fraca diversificação
de fontes de financiamento.
More than a health crisis, the COVID-19 pandemic exposed the world to an economic and humanitarian crisis. All governments have faced difficulties in containing the spread of the virus, providing adequate healthcare and creating support measures for public and private institutions. Portugal was no exception and created packages of support measures, both financial and non financial. But have these measures reached all the Institutions? Were they enough for social economy organizations to be able to fulfil their mission at a time of greater demand? This study aims to analyse the financial impact of the Pandemic on Social Economy organizations. To answer the question under investigation, the data previously collected will be analysed by a group of researchers from the Polytechnic Institute of Setúbal, through an online survey carried out with 944 Social Economy Organizations, from all over the national territory will be analysed. It was found that despite the measures created by the state, the Social Economy Organizations suffered a great financial impact during the second confinement. Many Social Economy Organizations saw their revenues reduced, which led to the reduction or closure of activities. It was also possible to verify that most HEOs maintain a strong financial dependence on the state and weak diversification of funding sources.
