Abstract(s)
O crescente envelhecimento populacional que se faz sentir, sobretudo, em Portugal,
torna urgente o debate sobre as necessidades das pessoas idosas que, apresentando-se,
tendencialmente, mais vulneráveis, carecem de especial atenção por forma a que seja
possível garantir o seu bem-estar e segurança. Verificam-se várias temáticas criminais que
incidem sobre a população idosa, entre estas encontra-se um fenómeno que se desenvolve
em contexto familiar e que se materializa pela prática da violência por parte daqueles que
deveriam desempenhar o papel de cuidadores e zeladores do bem-estar das pessoas idosas,
os seus próprios filhos, tratando-se da violência filioparental (VFP).
O presente estudo exploratório incide sobre a temática da violência filioparental
praticada sobre pessoas idosas (VFFPI), com o intuito de compreender melhor as
características e especificidades deste fenómeno e, dessa forma, contribuir para a melhoria
da intervenção que é feita sobre o mesmo, sobretudo a intervenção policial levada a cabo
pela Polícia de Segurança Pública (PSP). Para tal, com recurso a métodos mistos, através da
realização de entrevistas e análise estatística de dados criminais, procurou-se garantir a
qualidade e fiabilidade dos resultados obtidos. Esta análise permitiu a definição dos “perfis”
médios dos agressores e das vítimas, bem como a caracterização das ocorrências registadas
pela PSP no âmbito do fenómeno em estudo. Foi também efetuada uma análise
procedimental das várias formas de intervenção da PSP, que visam a prevenção e mitigação
deste tipo de criminalidade, verificando-se a não existência de procedimentos dedicados
exclusivamente à intervenção sobre VFP, ainda que esta seja abarcada por procedimentos já
previstos que, embora não sejam dedicados, se afiguram convenientes. Com esta
investigação científica conclui-se pela necessidade de um constante e crescente
investimento, sob um panorama geral que engloba todas as instituições que intervêm no
âmbito do apoio e acolhimento das vítimas idosas, por forma a garantir a capacidade de
resposta face às necessidades muito especificas que a maioria destas vítimas apresentam. A
nível policial destaca-se, com relevo, a necessidade de formação específica sobre esta área
de atuação, mas também a necessidade de desenvolvimento de projetos dedicados em
exclusivo à prevenção e mitigação da VFPPI e ainda um esforço de melhoria da articulação
com as diversas instituições de apoio.
The growing ageing of the population, especially in Portugal, makes it urgent to debate the needs of the elderly, who tend to be more vulnerable and in need of special attention to guarantee their well-being and safety. Several criminal issues affect the elderly population, including a phenomenon that takes place in the family context and materialises in the practice of violence by those who should play the role of caregivers and guardians of the well-being of the elderly, their children, in the form of violence against parents (VAP). This exploratory study focuses on the subject of violence against elderly parents (VAEP), intending to achieve a better understanding of the characteristics and specificities of this phenomenon and, in this way, help to improve the intervention that is carried out about it, especially the police intervention carried out by the Public Security Police (PSP). To this end, using mixed methods, interviews and statistical analysis of criminal data, the aim was to guarantee the quality and reliability of the results obtained. This analysis made it possible to define the average profiles of aggressors and victims, as well as characterise the occurrences recorded by the PSP in the context of the phenomenon under analysis. A procedural analysis of the various forms of PSP intervention aimed at preventing and mitigating this type of crime was also carried out, and it was found that there are no procedures dedicated exclusively to intervention in VAP, although this is covered by procedures that are already in place which, although not dedicated, are convenient. This scientific research concludes that there is a need for constant and growing investment, from a general perspective that encompasses all the institutions involved in supporting and sheltering elderly victims, to guarantee the capacity to respond to the very specific needs that most of these victims have. At the police level, the need for specific training in this area of activity stands out, as does the need to develop projects dedicated exclusively to the prevention and mitigation of VAEP, as well as efforts to improve liaison with the various support institutions.
