Em Portugal a base de organização do socorro à população continua assente nas Associações Humanitárias de Bombeiros Voluntários (AHBV).
Esta dissertação de mestrado, tem como premissa principal a obtenção e caracterização da componente associativa, designadamente na área da gestão, financiamento, recursos humanos e materiais das associações humanitárias, bem como, as suas relações institucionais com o Estado. Pretende-se destacar e patentear o valor dos dirigentes dessas AHBV, “os voluntários sem farda”, que de forma benévola, nestes tempos de mudança organizacional, impõem uma dinâmica de gestão e uma outra visão do paradigma das AHBV em Portugal. Com uma nova realidade que vai emergindo de forma natural, assente na questão da profissionalização dos bombeiros, é fundamental que os gestores das AHBV estejam preparados, quer na componente da gestão associativa, quer na resposta e subsistência de funcionamento operacional.
De forma a estreitar o campo de análise, o estudo incidiu na realidade existente no Concelho de Sintra, e nas suas nove AHBV, as quais, embora distintas quanto a forma e gestão, regem-se pelas mesmas premissas. Assim, e tendo como base de estudo estas AHBV, foi aplicado um inquérito aleatório à população e realizadas entrevistas, a dirigentes associativos e a elementos de comando, cujas respostas permitem caraterizar com alguma exatidão quem são e qual a visão dos responsáveis destas entidades perante os desafios que lhes são colocados, principalmente no que concerne a profissionalização deste sector da proteção e socorro, nas suas componentes financeiras e organizacionais. Esta investigação permitiu realçar a problemática inerente à profissionalização do sistema, seja a nível associativo, seja operacional, deixando indicações sobre a complexidade inerente à alteração de um paradigma que, embora reconhecido como importante, ainda encontra versões desencontradas sobre a sua aplicação. Este trabalho permite identificar alguns desses pressupostos e deixar linhas de ação para a sua compreensão.
Unlike other countries, in Portugal the basis for organizing aid to the population remains based on the Humanitarian Associations of Voluntary Firefighters (AHBV). This master's dissertation has as its main premise the obtaining and characterization of the associative component, namely in the area of management, financing, human and material resources of humanitarian associations, as well as their institutional relations with the State. It is intended to highlight and patent the value of the leaders of these AHBV's, "the volunteers without uniform", who in a benevolent way, in these times of organizational change, impose a management dynamic and a different vision of the paradigm of AHBV's in Portugal. Within this new emerging reality, which is based on the issue of professionalization of firefighters, managers of the AHBV's must prepared, whether in the component of associative management, or in the response and subsistence of operational functioning. In order to narrow the field of analysis, the study was focused on the existing reality in the Municipality of Sintra, and on its nine AHBV's, which, although different in form and management, are governed by the same premises. Thus, and based on these AHBV's, a random survey was applied to the population and interviews were carried out with association leaders and command elements, whose answers allow to characterize with some accuracy who they are and what is the view of those responsible for these entities before the challenges that are presented to them, mainly with regard to the professionalization of this protection and relief sector, however covering its financial and organizational components. This research enabled to highlight the problems inherent to the professionalization of the system, whether at an associative or operational level, leaving indications about the inherent complexity of changing a paradigm that, although recognized as important, still finds different versions for its application. This work allows identifying some of these assumptions, leaving lines of action for their understanding.
