Fundada em 1958, a NATO Maintenance and Supply Agency (NAMSA) é a
principal agência de gestão de apoio logístico do North Atlantic Treaty Organization
(NATO).
A principal tarefa da NAMSA é ajudar os países da NATO, organizando a
aquisição comum e o fornecimento de peças sobressalentes e a obter serviços de reparação
e manutenção necessários ao apoio de vários sistemas de armamento e inventários.
Seguidamente identifica-se e aprofundam-se os conceitos de doutrina logística da
NATO - Integrated Logistics, Joint Deployment and Sustainment e Synchronized
Multinational and Joint Logistics – resultantes do seu processo de transformação e,
consequentemente, da necessidade de apoiar as novas missões da Aliança e dos seus
parceiros.
O apoio logístico providenciado pela NAMSA às operações da NATO exige
eficiência e eficácia de modo a permitir à NATO atingir os seus objectivos, não só em
tempo de paz, como também em situações de crise.
A actividade de procurement por si só, pode envolver várias centenas de itens em
curtos espaços de tempo.
Face ao que antecede, pretende-se caracterizar a actual estratégia da NAMSA,
enquadrando-a no actual ambiente estratégico da NATO e consequentemente, os reflexos
actualmente no apoio logístico à Marinha Portuguesa, nomeadamente no que concerne ao
conceito de Port Service. Abstract: Founded in 1958, the NATO Maintenance and Supply Agency (NAMSA) is the
lead agency managing the logistic support of North Atlantic Treaty Organization (NATO).
NAMSA's main task is to assist NATO nations by organizing common procurement
and supply of spare parts and also repair and maintenance activities necessary to support
various weapon systems and inventories.
NATO logistics doctrine concepts are then identified and deepened - Integrated
Logistics, Joint Deployment and Sustainment and Synchronized Multinational and Joint
Logistics - resulting in its transformation process and hence the need to support the new
missions of the Alliance and its partners.
Logistical support provided by NAMSA to NATO operations require efficient and
effective to allow NATO to achieve its objectives, not only in peacetime but also in crisis
situations.
The procurement activity by itself, can involve several hundred items in short time.
Given the foregoing, it is intended to characterize the current strategy of NAMSA,
framing it in the current strategic environment of NATO and therefore the reflections
present in the logistic support to the Portuguese Navy, particularly with respect to the
concept of Port Service.
