Abstract(s)
O decisor policial, além de conhecer as limitações cognitivas comuns a todos os seres humanos, desenvolve a sua atividade num ambiente complexo, incerto e mutável, vendo-se muitas vezes na necessidade de tomar decisões sob pressão de tempo e limitação de informação. A decisão em contexto policial pode ter implicações no elemento que a toma, na equipa de que faz parte, na Instituição que representa e, sobretudo, na qualidade do serviço prestado à sociedade. Com este estudo procurámos compreender e descrever como é que decisores policiais experientes tomam decisões em contextos do mundo real, nomeadamente no policiamento de grandes eventos desportivos. Os dados para este estudo foram obtidos através de pesquisa documental, observação no terreno e aplicação de protocolos think aloud. Os resultados ilustram que são utilizadas diferentes estratégias para a tomada de decisão ao longo das diferentes fases do policiamento do evento desportivo, o recurso à simulação mental, sobretudo na fase inicial, e o recurso a scripts e a heurísticas rápidas e frugais, sobretudo na tomada de decisão no terreno. Além disso a experiência e o conhecimento do decisor desempenharam também um papel importante durante todo o processo.
The police decider, besides knowing the cognitive limitations common to all human beings, develops its activity in a complex, uncertain and changing environment, and often has to make decisions under time pressure and limited information. The decision in law enforcement context may have implications on the decider, on the team he is part of, on the institution he represents and, above all, on the quality of the service provided to society. This study sought to understand and describe how experienced police deciders make decisions in real-world contexts, particularly in policing major sports events. The data for this study were obtained through desk research, field observation and application of think aloud protocols. The results illustrate that different strategies for decision making are used throughout the different stages of the sport event policing, the use of mental simulation, especially in the initial phase, and the use of scripts and fast and frugal heuristics, especially in decision making on the ground. Furthermore the experience and knowledge of the decider also played an important role during the process.
