Abstract(s)
A participação da Polícia de Segurança Pública (PSP) em operações de apoio à paz da Organização das Nações Unidas (ONU), constitui uma das principais projeções securitárias nacionais num dos maiores palcos de atuação das forças de segurança fora do território nacional. Desde 1992 que a PSP participa nestes contextos através do destacamento dos seus recursos humanos para a componente policial da ONU. Foram 28 anos de experiência e presença em contextos complexos suscetíveis de impactar positiva ou negativamente os polícias integrados. Assim, a identificação destes impactos revela-se importante, pois constitui um contributo para a implementação de um modelo de avaliação pós-missão na PSP que seja, de um modo geral, capaz de contribuir para um processo metódico e permanente de aprendizagem institucional nesta área. Para atingir estes objetivos, realizou-se um estudo exploratório, de índole qualitativa, através da técnica de entrevistas, aplicada a nove polícias que participaram em OAP, das quais se realizou uma análise de conteúdo temática. Os resultados obtidos, permitiram concluir que foram sentidos impactos ao nível pessoal, familiar e profissional, positivos e negativos, e ainda perceber que a implementação de um modelo de avaliação pós-missão poderá ser importante a três níveis: ao nível médico/psicológico, ao nível da formação de futuros polícias que participem em OAP e ainda ao nível da valorização profissional. Assim, com base nos resultados, no presente trabalho propõe-se alguns pontos-chave que um modelo de avaliação pós-missão deve seguir.
Polícia de Segurança Pública’s (PSP) participation in United Nations (UN) Peace Support Operations (PSO) is one of the main national security projections in one of the largest action fields of the security forces outside the national territory. Since 1992, the PSP has been participating in these contexts by deploying its human resources to the UN police component. It was 28 years of experience and presence in complex susceptible to impact, positively or negatively, the integrated police officers. Thus, the identification of these impacts proves to be important because as it is a contribution to the implementation of a post-mission assessment model in the PSP which, in general, is capable of contributing to a methodical and permanent process of institutional learning in this area. In order to achieve these objectives, an exploratory study of qualitative nature was carried out, through the technique of interviews applied to nine police officers who participated in PSO, with subsequent content analysis. The results obtained allowed to conclude that impacts were felt at the personal, family and professional level, positive and negative, and also realize that the implementation of a post-mission assessment model may be important at three different levels: at the medical/psychological level, in terms of training future police officers who participate in PSO and also in terms of professional valorization. Therefore, based on the results, this paper proposes some key points that a post-mission assessment model should follow.
