O presente trabalho de investigação centra-se no envelhecimento dos elementos da Polícia
de Segurança Pública, nomeadamente no efetivo que entra na reforma/aposentação.
Procurou-se identificar a realidade presente na instituição em termos da transição do ativo
para a reforma/aposentação. Para tal, descreveu-se a distribuição etária de Agentes e
Chefes na Polícia de Segurança Pública e avaliar a percentagem de elementos que estão
a curto prazo em condições de requererem a sua pré-aposentação e aposentação.
Podemos concluir que a distribuição etária de Agentes e Chefes acompanha o
envelhecimento demográfico nacional.
A pesquisa bibliográfica e as recomendações nacionais e internacionais sobre o
envelhecimento ativo, o conceito central da tese apresentada e a sua relação com os
processos de aposentação, permitiram identificar questões centrais para os elementos
policiais que estão já aposentados e ainda para o número crescente de elementos que
estarão em condições de o serem a curto e médio prazo.
Procuramos igualmente, e através da investigação empírica, apreender o modo como os
elementos policiais vivenciam a sua saída do ativo nos últimos cinco anos, nomeadamente
que estratégias e representações têm com o aproximar da aposentação e qual a sua
perspetiva relativamente à sua nova fase de vida.
Foi também analisado o impacto da aposentação na própria instituição e nos elementos
policiais através de entrevistas a Oficiais de Polícia.
Em termos metodológicos foi utilizado o método de análise documental, a entrevista a
quatro Oficiais de Polícias, bem como grupos focais a 28 Agentes e Chefes em período de
reforma/aposentação.
A informação recolhida na investigação empírica foi conjugada com as recomendações
internacionais e nacionais, relativamente ao envelhecimento ativo, o que permitiu concluir
ser necessária a implementação de medidas que promovam um envelhecimento ativo nos
Agentes e Chefes, quer no ativo quer no período de aposentação. Concluiu-se, ainda, que
deverá ser concebido e implementado um plano estratégico de resposta ao crescente
número de elementos que se aproximam da fase de aposentação, numa perspetiva
orientada para o suprimento de necessidades em termos de recursos humanos.

The present investigation focuses on the ageing of the individuals of the Public Security Police, particularly in terms of retirees/pensioners. We sought to identify the present reality in the institution in terms of the transition from the active body to retirement. For that purpose it was described the age distribution of Police Officers in the Public Security Police and it was evaluated the percentage of individuals that are, in the short term, in conditions to require their pre-retirement and retirement. We can conclude that the age distribution of Police Officers goes along with the national demographic ageing. The bibliographical research and national and international recommendations on active ageing, the central concept of the presented thesis, and their relation with the retirement processes allowed to identify central issues for the Police Officers that are already preretired or retired and for the growing number of individuals that will be able to be in the short and medium term. We also seek, through empirical research, to understand the way Police Officers experience their retreat from active duty in the last five years, namely what strategies and representations they have with approaching retirement and what is their perspective regarding their new stage of life. The impact of the retirement was also analyzed in the institution itself and in the police individuals through interviews to the Police Chiefs. In methodological terms, was used the method of documentary analysis, the interview of four Police Chiefs, as well as focus groups of 28 Police Officers in the period of retirement. The information collected in empirical research has been combined with international and national recommendations on active ageing. This made it possible to conclude on the need to implement measures that promote active aging in the Police Officers, both in the active duty and in retirement period. It is also concluded that a strategic plan should be designed and implemented to respond to the increasing number of individuals that are close to the retirement phase, with an oriented perspective that meets human resources needs.
