Abstract(s)
O presente Relatório Científico Final do Trabalho de Investigação Aplicada é subordinado ao tema: “Os equipamentos da era digital e a sua influência no combate ao crime organizado”, tendo como objetivo geral perceber a influência dos equipamentos da era digital no combate ao fenómeno da criminalidade organizada.
Assim sendo foi levantada uma questão central, que está na base de toda a elaboração deste trabalho de investigação, sendo a questão a seguinte: “Qual é a influência dos equipamentos da era digital no combate ao crime organizado?”.
No sentido de complementar a questão central, foram elaboradas perguntas derivadas associadas a vários objetivos específicos que são: escrutinar os fenómenos e tecnologias da era digital, relacionando-os com o conceito de criminalidade; estudar o fenómeno da criminalidade organizada; perceber em que medida equipamentos específicos da era digital, são pertinentes no combate ao crime.
Em termos de estrutura, este trabalho é constituído por uma primeira parte que contém três capítulos relativos aos principais conceitos da era digital, à globalização e aos equipamentos tecnológicos; ao conceito geral de crime organizado; e ao combate a este tipo de criminalidade. A segunda parte trata do enquadramento metodológico e o trabalho de campo onde foram introduzidos dois capítulos relativos à metodologia, métodos e materiais e à apresentação, análise e discussão de resultados.
A metodologia utilizada está assente no raciocínio indutivo, com base numa abordagem qualitativa onde são utilizados vários métodos de recolha e análise, tais como a observação direta, as entrevistas exploratórias e a análise documental e de conteúdo.
Relativamente às conclusões da investigação importa referir que os meios tecnológicos são fundamentais no combate ao crime organizado na medida em que potenciam a atividade policial e permitem maximizar quer a capacidade de recolha de prova importante, quer a capacidade de rentabilizar os recursos humanos. Deste modo, torna-se premente investir no desenvolvimento tecnológico das polícias, bem como na formação dos investigadores para operar este tipo de equipamentos.
The present Final Scientific Report of the Applied Research Work is subordinated to the theme: "The equipment of the digital age and its influence on combating organized crime", having as general objective to understand the influence of the equipment of the digital age in combating the phenomenon of organized crime. Therefore, a central question was raised, which is the basis of all the elaboration of this research work, being the following question: "What is the influence of the digital age equipment in the fight against organized crime?". In order to complement the central question, derived questions associated with several specific objectives are elaborated, which are: to scrutinize the phenomena and technologies of the digital age, relating them to the concept of criminality; to study the phenomenon of organized crime; to understand to what extent specific equipment of the digital age, are relevant in fighting crime. In terms of structure, this paper consists of a first part containing three chapters on the main concepts of the digital age, globalization, and technological equipment; the general concept of organized crime; and combating this type of crime. The second part deals with the methodological framework and the field work where two chapters were introduced concerning methodology, methods and materials and the presentation, analysis, and discussion of results. The methodology used is based on inductive reasoning, based on a qualitative approach where several methods of collection and analysis are used, such as direct observation, exploratory interviews and documentary and content analysis. Regarding the research findings, it is important to mention that technological means are fundamental in the fight against organized crime as they enhance police activity and allow maximizing both the capacity to collect important evidence and the ability to monetize human resources. Thus, it becomes urgent to invest in the technological development of police forces, as well as in the training of investigators to operate this type of equipment.
