Abstract(s)
A utilizaĆ§Ć£o de viaturas que dispensam o uso de combustĆveis fosseis enquanto alternativas
para os atuais carros de patrulha na PolĆcia de SeguranƧa PĆŗblica (PSP) Ć© uma preocupaĆ§Ć£o
muito atual e pertinente. Ainda que hoje exista uma maior sensibilizaĆ§Ć£o para as questƵes
ambientais e alteraƧƵes climĆ”ticas esta ainda nĆ£o Ć© suficiente, pelo que o desafio Ć© ambiental
e tecnolĆ³gico, mas tambĆ©m polĆtico, econĆ³mico,social, legal e securitĆ”rio. A importĆ¢ncia da
imagem de evoluĆ§Ć£o tecnolĆ³gica e sustentabilidade (objetiva e subjetiva) tambĆ©m nĆ£o se
poderĆ” dissociar duma operaĆ§Ć£o destas, assim como os custos, sejam eles de aquisiĆ§Ć£o, dos
combustĆveis ou da manutenĆ§Ć£o preventiva e corretiva. Da anĆ”lise estratĆ©gica realizada Ć©
possĆvel perceber que a transiĆ§Ć£o de veĆculos movidos a combustĆ£o interna para veĆculos
elĆ©tricos ou hĆbridos se torna mais desadequada para a PSP, principalmente devido Ć falta de
postos de carregamento e elevados custos de aquisiĆ§Ć£o, sendo que a continuidade na polĆtica
de compras Ć© a mais vantajosa e aquela que representa menor risco de insucesso. No entanto,
do ponto de vista do consumo de combustĆveis, da manutenĆ§Ć£o, imagem externa e
sustentabilidade, Ć© possĆvel perceber que as propostas estudadas podem ser as mais
adequadas. CaberĆ” agora aos decisores fazer a melhor escolha.
All vehicles that do not require the use of fossil fuels as alternatives to the existing patrol cars in the PSP, is a very current and relevant concern. Although today there is a greater sensitivity of environmental issues and climate change, this is still not enough, so the challenge is environmental and technological, but also political, economic, social, legal and security. The importance of the image of technological evolution and sustainability (objective and subjective) also cannot be dissociated from an operation of this kind, as well as the costs, whether of acquisition, fuel or preventive and corrective maintenance. From the strategic analysis carried out, it is possible to see that the transition from vehicles powered by internal combustion to electric or hybrid vehicles becomes more inappropriate for the PSP, because of the few charging stations, and high acquisition costs, and that the continuity in the purchasing policy is the most advantageous and the one that represents the lowest risk of failure. However, from the point of view of fuel consumption, maintenance, external image and sustainability, it is possible to realize that the proposals studied may be the most appropriate. It will now be up to the decision makers to make the best choice.
