Abstract(s)
A utilização de viaturas que dispensam o uso de combustíveis fosseis enquanto alternativas
para os atuais carros de patrulha na Polícia de Segurança Pública (PSP) é uma preocupação
muito atual e pertinente. Ainda que hoje exista uma maior sensibilização para as questões
ambientais e alterações climáticas esta ainda não é suficiente, pelo que o desafio é ambiental
e tecnológico, mas também político, económico,social, legal e securitário. A importância da
imagem de evolução tecnológica e sustentabilidade (objetiva e subjetiva) também não se
poderá dissociar duma operação destas, assim como os custos, sejam eles de aquisição, dos
combustíveis ou da manutenção preventiva e corretiva. Da análise estratégica realizada é
possível perceber que a transição de veículos movidos a combustão interna para veículos
elétricos ou híbridos se torna mais desadequada para a PSP, principalmente devido à falta de
postos de carregamento e elevados custos de aquisição, sendo que a continuidade na política
de compras é a mais vantajosa e aquela que representa menor risco de insucesso. No entanto,
do ponto de vista do consumo de combustíveis, da manutenção, imagem externa e
sustentabilidade, é possível perceber que as propostas estudadas podem ser as mais
adequadas. Caberá agora aos decisores fazer a melhor escolha.
All vehicles that do not require the use of fossil fuels as alternatives to the existing patrol cars in the PSP, is a very current and relevant concern. Although today there is a greater sensitivity of environmental issues and climate change, this is still not enough, so the challenge is environmental and technological, but also political, economic, social, legal and security. The importance of the image of technological evolution and sustainability (objective and subjective) also cannot be dissociated from an operation of this kind, as well as the costs, whether of acquisition, fuel or preventive and corrective maintenance. From the strategic analysis carried out, it is possible to see that the transition from vehicles powered by internal combustion to electric or hybrid vehicles becomes more inappropriate for the PSP, because of the few charging stations, and high acquisition costs, and that the continuity in the purchasing policy is the most advantageous and the one that represents the lowest risk of failure. However, from the point of view of fuel consumption, maintenance, external image and sustainability, it is possible to realize that the proposals studied may be the most appropriate. It will now be up to the decision makers to make the best choice.
