Atualmente, é possível assistir a um aumento exponencial do transporte marítimo,
tanto de mercadorias como de passageiros, devido à globalização das economias, levando
a que o setor portuário desempenhe um papel fundamental para o sucesso deste processo
de comércio internacional.
Tem-se verificado que os terminais portuários constituem, cada vez mais, uma enorme
fonte de resíduos valiosos. Como tal, é de fulcral importância encontrar uma solução
sustentável para a adequada gestão dos resíduos tanto nos navios como nos portos, visto
que estes com as devidas instalações e equipamentos de gestão de resíduos podem
contribuir para a redução de descargas de resíduos por parte dos navios para o mar, tendo
assim um papel vital na proteção do meio marinho.
É imperativo a elaboração de uma estratégia, dentro da estrutura legal, que garanta
medidas operacionais e incentivos financeiros, que possibilitem a implementação
económica e ambiental bem-sucedida dos planos de gestão de resíduos portuários, uma
vez que é possível constatar que atualmente, muitos portos ainda não cumprem os padrões
estabelecidos.
Sendo a Base Naval de Lisboa, a principal instalação portuária de apoio aos navios da
Marinha Portuguesa, torna-se fundamental entender se a sua gestão de resíduos é
adequada face às necessidades dos navios, assim como se vão de encontro com as normas
e legislações nacionais e internacionais, visto que estas têm como finalidade uma gestão
sustentável tanto nos navios, como nas instalações portuárias.
Currently, it is possible to see an exponential increase in maritime transport, both for goods and passengers, due to the globalization of economies, leading the port sector to play a fundamental role in the success of this international trade process. It has been found that port terminals are increasingly an enormous source of valuable waste. As such, it is of the utmost importance to find a sustainable solution for the proper management of waste both on ships and in ports, as these with the proper waste management facilities and equipment can contribute to the reduction of waste discharges by ships to the sea, thus playing a vital role in protecting the marine environment. It is imperative to develop a strategy, within the legal framework, that guarantees operational measures and financial incentives, which enable the successful economic and environmental implementation of port waste management plans, since it is possible to verify that many ports today still do not meet established standards. Being the Naval Base of Lisbon, the main port facility to support ships of the Portuguese Navy, it is essential to understand whether its waste management is adequate in view of the needs of the ships, as well as meeting national and international standards and laws, since these have the purpose of sustainable management both in ships and in port facilities.
