| dc.description.abstract | O objetivo deste trabalho consiste em analisar a articulação da Direção de Informações da Guarda Nacional Republicana no Sistema Nacional de Informações, identificando medidas que possam ser adotadas para melhorar a produção de informações, a fim de prevenir as ameaças. Para dar corpo ao desenvolvimento a esta investigação, optou-se por uma estratégia qualitativa, com recurso a um desenho de pesquisa baseado no estudo de caso, sustentado em várias fontes documentais e em entrevistas semi-estruturadas. Desta investigação resultou um diagnóstico ao modelo de articulação entre a Direção de Informações e o Sistema Nacional de Informações, apurando-se diversas fragilidades, designadamente a falta de intercâmbio de formação conjunta com o Serviço de Informações de Segurança e o Serviço de Informações Estratégicas de Defesa, e a ausência de trabalho conjunto nas atividades do ciclo de produção de informações. Adicionalmente, esta investigação possibilitou identificar um conjunto alargado de medidas, que poderão melhorar o contributo da Direção de Informações no futuro, nomeadamente a criação de um Departamento que reúna a dimensão das Informações e da Informação Criminal, a atribuição ao Centro de Informações de uma maior capacidade de pesquisa e processamento e o aumento do tempo de permanência nas funções na área das Informações. | pt_PT |
| dc.description.abstract | The general objective of this work is to analyze the articulation of the Intelligence Directorate of the Guarda Nacional Republicana in the National Intelligence System, identifying measures that can be adopted to improve the production of intelligence in order to prevent threats. To give substance to the development of this investigation, a qualitative strategy was chosen, using a research design based on the case study, supported by several documentary sources and semi-structured interviews. This investigation resulted in a diagnosis of the articulation model between the Intelligence Directorate and the National Intelligence System, identifying several weaknesses, namely the lack of joint training exchange with the Security Intelligence Service and the Defense Strategic Intelligence Service, and the absence of joint work in the activities of the intelligence production cycle. Additionally, this investigation made it possible to identify a wide range of measures, which could improve the Intelligence Directorate's contribution in the future, namely the creation of a Department that brings together the dimension of Intelligence and Criminal Information, the attribution to the Intelligence Center of a greater search and processing capacity and the increase in the length of stay in the Intelligence area. | pt_PT |
