Os efetivos militares são essenciais e estão na génese do funcionamento das Forças Armadas. Nos anos mais recentes tem-se verificado uma significativa diminuição dos efetivos militares, embora existam novas missões e capacidades atribuídas às Forças Armadas.
Os tempos incertos que atravessamos deram particular relevância a esta investigação, que teve por objetivo propor contributos para o cálculo de efetivos militares. Assentou numa metodologia de raciocínio indutivo, associado a uma estratégia qualitativa e a um desenho de pesquisa de estudo de caso, com análise documental e entrevistas efetuadas a 19 entidades, civis e militares, especialistas com responsabilidade no planeamento e cálculo de efetivos.
À luz dos resultados alcançados, verificou-se que o alinhamento do planeamento de “pessoal” com os ciclos de planeamento nacional, de equipamento e infraestruturas (quatro anos), a eliminação das autorizações das admissões até aos limites definidos, a atribuição de recursos financeiros coerentes com o nível de ambição definido e a harmonização dos critérios de contabilização dos efetivos, entre outros, permitem aprimorar o seu cálculo, conferindo flexibilidade ao processo, decorrente da decisão ao nível político.
A aprovação de um instrumento, pela Assembleia da República, surge como uma potencial proposta para materializar todos os contributos identificados.
Military personnel are essential and are the core of the Armed Forces. In recent years, there has been a significant decrease in the number of military personnel, despite the existence of new missions and capabilities assigned to the Armed Forces. The uncertain times we are facing gave particular relevance to this study, which aimed to propose contributions to the calculation of military personnel. The study used inductive reasoning, a qualitative strategy and a case study research design based on a literature review and on interviews with 19 experts, both civilian and military, responsible for planning and calculation of personnel. In light of the results achieved, it was found that the alignment of "personnel" planning with the national planning cycles for equipment and infrastructure (four years), the elimination of authorizations for recruitment up to the defined limits, the allocation of financial resources consistent with the defined level of ambition, and harmonization of the criteria for accounting for military personnel, among others, makes it possible to improve its calculation, giving flexibility to the process, resulting from the decision at the political level. The approval of an instrument by the Parliament emerges as a potential proposal to implement all the identified contributions.
