Abstract(s)
A literatura demonstra que a adoção de tecnologias móveis que têm vindo a ser
implementadas por algumas organizações policiais, quer em Portugal, quer no estrangeiro,
tem incrementado desempenhos operacionais mais eficientes, precisos e inovadores, não
obstante as várias limitações em termos técnicos, humanos e organizacionais.
Especificamente, determinou-se que a PSP tem acompanhado, ainda que de forma
incipiente, a abordagem associada à mobilidade informacional, não só através do
desenvolvimento de diversos projetos, como foi o caso do projeto da “Esquadra do Século
XXI”, desenvolvido e implementado na esquadra do Estoril da Divisão Policial de Cascais
(DPC), mas também através da materialização dessa realidade em alguns sistemas de
informação policiais, atualmente em uso na PSP.
Sob o escopo de determinar se a implementação de um dispositivo móvel poderia
fomentar um melhor desempenho operacional policial em esquadras de competência
territorial, foi empregue um método quantitativo, que se traduziu na aplicação de um
inquérito por questionário, que possibilitou uma averiguação das perceções dos polícias das
esquadras territoriais da DPC do COMETLIS.
Como principais resultados, constatou-se que o uso deste tipo de ferramentas
tecnológicas poderia incrementar o acesso e partilha de informações, durante o desempenho
de funções operacionais policiais, e ser um bom complemento ao rádio policial e que o
recurso às mesmas possibilitaria uma gestão e aproveitamento de forma mais eficiente de
meios/recursos humanos e materiais existentes na PSP. Complementarmente, inferiu-se,
ainda, que, apesar dos polícias inquiridos se terem mostrado recetivos à introdução de novos
equipamentos tecnológicos, reconheceram algumas limitações práticas, em especial os
problemas de atenção, distração e consciencialização da situação e a falta de formação. No
que concerne ao impacto das variáveis sociodemográficas na perceção dos polícias sobre a
implementação de tecnologias móveis, verificaram-se diferenças estatísticas significativas
relativamente às habilitações literárias e idade, tendo-se inferido que os polícias com
habilitações de nível superior e os polícias mais novos expressaram uma concordância
significativamente superior aos restantes, em algumas variáveis em estudo.
The literature demonstrates that the adoption of mobile technologies that have been implemented by some police organizations, both in Portugal and abroad, increased more efficient, accurate and innovative operational performances, despite the various limitations in technical, human, social and organizational terms. Specifically, it was determined that the PSP has accompanied, incipiently, the approach associated with informational mobility, not only through the development of several projects, such as the case of the “Esquadra do Século XXI” project, developed and implemented at the Estoril police station of the Cascais Police Division (DPC), but also through the materialization of this reality in some police information systems currently in use in the PSP. Under the scope of determining whether the application of a mobile device could encourage a better police operational performance in police stations of territorial competence, a quantitative method was used. That resulted in the application of a questionnaire survey that made it possible to investigate the perceptions of the police officers of the police territorial stations in DPC. As main results, it was verified that the use of this type of technological tools could increase the access and sharing of information, during the performance of police operational functions and be a good complement to the police radio and that the use of them would allow a management and use in a more efficient way of existing human and material means/resources in the PSP. Complementarily, it was also inferred that although the police officers questioned were receptive to the introduction of new technological equipment, they recognized some practical limitations, in particular the attention, distraction and awareness problems and the lack of training. In terms of the impact of sociodemographic variables on police officers' perception of the implementation of mobile technologies, there were significant statistical differences regarding educational qualifications and age. It was inferred that police officers with higher education qualifications and younger police officers expressed a significantly higher concordance than the others in some variables under study.
