Abstract(s)
A estratégia nacional de um Estado integra todos instrumentos do poder ao dispor do mesmo – político, económico, psicossocial e militar.
A estratégia militar aérea, subordinada à estratégia militar, procura a preparação e o emprego do poder aéreo, através das suas atividades. No contexto nacional, o emprego dos meios aéreos dá-se não só no plano estritamente militar, mas também no plano do apoio às populações.
A partir de um método de raciocínio indutivo, com base numa investigação mista, e num desenho de pesquisa de estudo de caso, foi realizada uma análise documental, suportada em entrevistas a especialistas e estudados os possíveis contributos da estratégia militar aérea portuguesa, para os futuros empenhamentos das forças nacionais no quadro da estratégia militar.
O novo ambiente estratégico preconiza a necessidade de evolução das operações aéreas, em virtude da expansão do campo de batalha para novos domínios, motivada pelo desenvolvimento das tecnologias disruptivas.
É fundamental, que a estratégia militar aérea acompanhe estas alterações, que decorrendo da evolução do ambiente estratégico, influenciam a estratégia militar.
Os principais desafios da capacitação, são decorrentes da necessidade de aquisição de novos meios, e da atualização de meios já existentes, de forma a superar ameaças e explorar oportunidades.
A State’s national strategy combines all the instruments of power – Diplomatic, Informational, Military and Economic. Military air strategy, which is subordinated to military strategy, seeks to prepare and to employ air power trough its core roles. The employment of air assets, in Portugal, is not only made with a military purpose, but also in population’s support as well. Based on an inductive reasoning methodology, a mixed research strategy and a case study design, interviews were conducted, and the possible contributes of air military strategy to the future employment of national forces were studied. The new strategic environment advocates the need for air operations evolution, due to the battlefield expansion to new domains, motivated by the development of disruptive technologies. It is paramount, that air military strategy follows these changes, which come from the evolution of the strategic environment, and impact military strategy. The main challenges to generate assets, come from the need to acquire new ones, and to update the existing ones, to overcome threats and to exploit opportunities.
