O presente trabalho de investigação pretende analisar a navegabilidade no Ártico e o seu impacto na Segurança Marítima. Neste contexto a investigação incidiu nas dimensões das alterações climáticas, na geopolítica, nos fatores económicos em todo o Ártico e na segurança marítima especificamente relacionada com a Passagem Marítima do Nordeste. Foi ainda desenvolvida uma análise às consequências da abertura à navegação dessa passagem para Portugal.
Aplicou-se um raciocínio dedutivo, tendo como apoio uma recolha de dados baseada na pesquisa de fontes documentais sobre a temática do Ártico, complementada com a realização de entrevistas semiestruturadas, dirigidas de acordo com a especialidade e funções de cada entrevistado na sua relação com o tema em investigação.
Da análise efetuada perspetiva-se que Portugal irá continuar atento à evolução da situação geopolítica no Ártico, mantendo-se preparado para apoiar os seus Aliados, dentro das suas possibilidades e capacidades. Verifica-se ainda que existem diversos fatores que indicam que o tráfego marítimo contentorizado entre a Ásia e a Europa não irá ser deslocado para o Ártico, permitindo que Portugal continue a ser um hub importante para o tráfego marítimo para a Europa.
This research project aims to analyze navigability in the Arctic and its impact on maritime security. In this context, the research focused on the dimensions of climate change, geopolitics, economic factors throughout the Arctic and maritime safety specifically related to the Northern Sea Route. An analysis of the consequences for Portugal of opening this passage to navigation was also carried out. Deductive reasoning was applied, supported by data collection based on research into documentary sources on the subject of the Arctic, complemented by semi-structured interviews, directed according to the specialty and functions of each interviewee in their relationship with the subject under investigation. The analysis shows that Portugal will continue to be attentive to the evolution of the geopolitical situation in the Arctic, remaining prepared to support its Allies, within its possibilities and capabilities. There are also several factors that indicate that containerized maritime traffic between Asia and Europe will not be shifted to the Arctic, allowing Portugal to continue to be an important hub for maritime traffic to Europe.
