A violência associada ao fenómeno desportivo é um problema atual, de cariz eminentemente
social e de segurança, pelo que é uma situação merecedora de atenção por parte da Polícia
de Segurança Pública (PSP) que paulatinamente se adapta aos novos desafios associados à
violência nos eventos desportivos, munindo-se de ferramentas de intelligence, capazes de
tratar grande quantidade de informações dispersas, que servirão de suporte para a deteção de
comportamentos desviantes e permitirão a redução do número de incidentes. Neste âmbito,
surgem os spotters que atuam em duas vertentes, complementares entre si, designadamente,
a operacional, que consiste na monitorização, observação e contacto com os adeptos, e a
inteligência policial, recolhendo informações relativas aos Grupos Organizados de Adeptos
(GOA), por forma a identificar potenciais ameaças que possam perigar o decorrer do evento
desportivo. O Comando Distrital de Braga (CD de Braga) tem sido palco de manifestações
violentas perpetradas pelos adeptos na sua área de responsabilidade, mais concretamente nos
jogos de futebol da 1.ª Liga das equipas Vitória Sport Clube (VSC) e Sporting Clube de
Braga (SCB). Com este estudo exploratório, procurou-se averiguar o papel da inteligência
policial na prossecução do trabalho desenvolvido pelos spotters nos policiamentos
desportivos no CD de Braga, através de uma abordagem qualitativa, assente na análise de
conteúdo de entrevistas, observações diretas da atuação dos spotters na vertente intelligence
nos policiamentos desportivos destas equipas na área de responsabilidade do CD de Braga e
análise documental de Relatórios de Informações (RI) e Ordens de Operações (OP). Conclui se a necessidade de reestruturar a Unidade Distrital de Informações Desportivas (UDID) do
CD de Braga através da fixação de spotters em exclusividade, por forma a adaptá-la à
realidade do Comando e apostar na formação dos polícias do CD de Braga que
desempenham esta função sem terem curso.
The violence associated to sports phenomenon is a current problem, of eminently social and security nature, so it is a situation worthy of attention by the Public Security Police (PSP), which gradually adapts to the new challenges associated with violence at sporting events, equipping itself with intelligence tools, capable of processing large amounts of scattered information, which will support the detection of deviant behavior and allow the reduction of the number of incidents. In this context, the spotters act in two complementary ways, namely, operational, which consists in monitoring, observation and contact with fans, and police intelligence, collecting information on Organized Supporter Groups (GOA), in order to identify potential threats that may endanger the course of the sporting event. The Braga District Command (Braga DC) has been the scene of violent demonstrations perpetrated by fans in its area of responsibility, specifically in the 1st League soccer matches of the teams Vitória Sport Clube (VSC) and Sporting Clube de Braga (SCB). This exploratory study aimed at investigating the role of police intelligence in the pursuit of the work developed by the spotters in sports policing in the Braga DC, through a qualitative approach, based on content analysis of interviews, direct observations of the performance of spotters in the intelligence aspect in sports policing of these teams in the area of responsibility of the Braga DC and documentary analysis of Information Reports (IR) and Operations Orders (OP). We conclude that there is a need to restructure the Sports Intelligence Unit of the Braga DC through the establishment of spotters in exclusivity, in order to adapt it to the Command's reality and to bet on the training of the Braga DC's policemen that perform this function without having a course.
