O presente relatório de projeto surge no âmbito da Unidade Curricular do 2.º ano, e, designada
de Dissertação/Projeto/Estágio em SHT, no Mestrado em Segurança e Higiene no Trabalho,
da Escola Superior de Ciências Empresariais em parceria com a Escola Superior de
Tecnologia de Setúbal, do Instituto Politécnico de Setúbal.
É um projeto elaborado com base nos dados da empresa SETH – Sociedade de Empreitadas
e Trabalhos Hidráulicos, especialista no setor da construção com mais de 90 anos no
mercado.
Foi definida uma questão de investigação a que o estudo de caso pretendeu dar resposta -
Existe relação do investimento em prevenção de segurança com a diminuição de acidentes
de trabalho, numa empresa pertencente ao setor da construção civil?
Consolidar um método de cálculo dos custos de prevenção (investimento) vs. custos dos
acidentes de trabalho, com base numa empresa pertencente ao setor da construção civil, por
forma a compreender a sua correlação e contribuir para a implementação de práticas mais
seguras foi o objetivo geral do projeto. Tendo sido definidos como objetivos específicos
elaborar uma análise estatística de acidentes de trabalho referente ao período de cinco anos
(2019 a 2023); e para o período de estudo de 3 anos (2021 a 2023) consolidar o método de
cálculo dos custos da prevenção (investimento); consolidar o método de cálculo dos custos
dos acidentes de trabalho (diretos e indiretos); elaborar uma correlação dos custos de
prevenção de segurança (investimento) com os custos dos acidentes de trabalho; analisar se
o investimento em prevenção de segurança efetuado no período de estudo, teve efeito direto
na diminuição ou aumento dos acidentes de trabalho; desenvolver um método de cálculo de
perda de produtividade associado aos trabalhadores não acidentados, mas que assistiram
aos AT, ou tiveram conhecimento dos AT, nos 3 anos de estudo.
O projeto caracteriza-se pelo seu caráter descritivo e exploratório, com base num estudo de
caso.
Como principais conclusões salienta-se que análise desta temática é de extrema relevância,
justificando-se pela escassez de estudos sobre a temática, e porque permite promover uma
sensibilização à SETH, sobretudo gestão financeira, no que concerne à importância do investimento na prevenção (sendo um valor residual) face aos custos dos acidentes de
trabalho, por um lado evitáveis, e por lado que os mesmos não ficam absorvidos pelo seguro
de acidentes de trabalho.
The present project report arises from the 2nd-year course unit, titled Dissertation/Project/Internship in OHS (Occupational Health and Safety), within the Master’s program in Occupational Health and Safety at the School of Business Sciences, in partnership with the School of Technology of Setúbal, under the Polytechnic Institute of Setúbal. This project was developed based on data from SETH – Sociedade de Empreitadas e Trabalhos Hidráulicos, a company specializing in the construction sector with over 90 years in the market. A research question was defined for the case study to address: Is there a relationship between investment in safety prevention and the reduction of occupational accidents in a company within the construction sector? The overall objective of the project was to consolidate a method for calculating prevention costs (investment) versus costs of occupational accidents, based on a construction sector company, to understand their correlation and contribute to the implementation of safer practices. Specific objectives were defined as follows: to conduct a statistical analysis of occupational accidents over a five-year period (2019 to 2023); for the three-year study period (2021 to 2023), to consolidate the method for calculating prevention costs (investment); to consolidate the method for calculating the costs of occupational accidents (direct and indirect); to establish a correlation between safety prevention costs (investment) and the costs of occupational accidents; to analyze whether the investment in safety prevention during the study period had a direct effect on the reduction or increase in occupational accidents; and to develop a method for calculating productivity loss associated with non-injured employees who witnessed or were aware of occupational accidents in the three years under study. The project is characterized by its descriptive and exploratory nature, based on a case study. The main conclusions emphasize the relevance of analyzing this topic, justified by the scarcity of studies on the subject, and because it raises awareness within SETH, particularly among financial management, regarding the importance of investing in prevention (as a minimal cost) compared to the costs of occupational accidents, which are both avoidable and not fully covered by workers' compensation insurance.
