Este estudo, concebido como caso-piloto, avalia a viabilidade da implementação de um sistema fotovoltaico de autoconsumo no edifício da Divisão Policial de Aveiro (DPA),
do Comando Distrital de Aveiro, da Polícia de Segurança Pública (PSP), com potencial de replicação noutros edifícios da Instituição. Procura, simultaneamente, reduzir custos operacionais, reforçar a eficiência energética, proteger o ambiente e assegurar a continuidade do serviço, sem comprometer a confor
midade jurídico-procedimental. Do ponto de vista metodológico, trata-se de um estudo de caso, de método misto, com análise de consumos reais (faturação elétrica), levantamento técnico do edifício, simulação de produção com software especializado e um inquérito por questionário a informantes-chave.
O estudo aponta para uma poupança no primeiro ano próxima de 24.314 €, um rácio benefício-custo de 9,6 e um payback em torno de três anos, mantendo-se a atratividade ao
longo de uma vida útil de referência de 20 anos. Em termos ambientais, projeta a redução de aproximadamente 36 t de CO₂/ano, acumulando cerca de 717 t CO₂ evitadas ao longo do ciclo de vida. Em síntese, o investimento revela-se tecnicamente sólido, economicamente vantajoso e ambientalmente benéfico, contribuindo para a criação de valor público, para a descarbonização do setor e, consequentemente, para a imagem institucional.
This pilot case study assesses the feasibility of implementing a self-consumption photovoltaic system at the Aveiro Police Division (DPA) building, within the Aveiro District Headquarters, of the Public Security Police (PSP), with potential for replication across other institutional facilities. Concurrently, it seeks to reduce operating costs, strengthen energy efficiency, protect the environment, and ensure service continuity, without compromising legal and procedural compliance. Methodologically, it is a case study using a mixed-methods approach: analysis of actual consumption data (electricity billing), a technical survey of the building, production simulations with specialized software, and a questionnaire survey with key informants. The study indicates first-year savings of about 24,314 €, a benefit–cost ratio of 9.6, and a payback period of roughly three years, with the investment remaining attractive over a reference service life of 20 years. From an environmental standpoint, it projects a reduction of approximately 36 t CO₂/year, totalling around 717 t CO₂ avoided over the life cycle. In summary, the investment proves to be technically sound, economically advantageous, and environmentally beneficial, contributing to public value creation, the sector’s decarbonization, and, consequently, to the institution’s reputation.
