Abstract(s)
O ciberespaço é um domínio de operações tanto para as Forças Armadas Portuguesas, como para as organizações internacionais que Portugal integra. Esta afirmação embora à luz da legislação e da doutrina seja de fácil constatação, as singularidades únicas deste domínio fazem com que exista a tendência para assumir que os assuntos com ele relacionados são de caracter meramente técnico. A transversalidade com que o ciberespaço se relaciona os restantes domínios de operações atribui-lhe as características de um potencializador de capacidades no moderno campo de batalha.
A consciência da existência de uma ameaça comum para os estados aliados da Organização do Tratado do Atlântico Norte e estados-membros da União Europeia obriga a que que a cooperação entre as organizações comece na fase do planeamento estratégico e edificação de capacidades. A edificação de capacidades no ciberespaço não é exceção, contudo para existir cooperação entre as organizações é necessário entender os processos de edificação de capacidades e compará-los. O contributo a atingir com esta investigação é entender qual a comparação entre os processos de edificação de capacidades da Organização do Tratado do Atlântico Norte e da União Europeia por forma a entender como se desenvolverá a cooperação no ciberespaço entre ambas as organizações.
Cyberspace is considered a domain for military operations for both the Portuguese Armed Forces and the international institutions that Portugal is part of. This statement, although, easy to verify, is sometimes forgotten given the unique characteristics of this domain. Its uniqueness gives the tendency to assume that the subjects related to it are of a purely technical nature. The transversality with which cyberspace relates to the remaining domains of operations gives it the characteristics of an enabler in all domains. The awareness of a common threat to the allied states of the North Atlantic Treaty Organization and member states of the European Union makes the cooperation between both organizations begin in the strategic planning and capability development. Cyberspace is no exception and capability development in this domain is also made in cooperation between this organizations. To understand the existing cooperation in cyberspace capability development is required to understand and compare the processes used in each organization. The contribution of this study is to understand the comparison between the processes that the North Atlantic Treaty Organization and the European Union have in their cyberspace capabilities development processes has a way to understand how in the future can they cooperate.
