A elaboração de projetos de construção civil depende de uma correta definição de
requisitos, dado que especificações erradas ou incompletas traduzem-se num aumento
considerável dos custos para a sua correção. A Direção de Infraestruturas da Força Aérea
além de gerir todo o património imobiliário deste Ramo das Forças Armadas, tem como
missão executar construções novas, adaptações e grandes reparações ou recuperações,
através da elaboração Projetos de Conceção de Empreitadas, envolvendo diversas
especialidades integrantes de qualquer projeto de construção civil. Neste contexto, a presente
investigação analisa a definição de requisitos de Projetos de Conceção de Empreitadas, com
o objetivo de propor contributos que permitam otimizar este processo e minimizar erros
inerentes. A metodologia de investigação corresponde ao processo indutivo, seguindo uma
estratégia qualitativa, sendo o desenho de pesquisa correspondente ao estudo de caso. Os
resultados obtidos, assentes na revisão da literatura conjugada com a análise de doze
entrevistas semiestruturadas a elementos-chave da Direção de Infraestruturas e a elementos
de entidades externas, permitiu obter um conjunto de contributos nos processos de recolha
de requisitos, identificação de stakeholders e gestão e validação de requisitos.
The construction projects conception depend on correct requirements identification, since wrong or incomplete specifications translate into a considerable increase correction costs. The Air Force Infrastructure Directorate is responsible for managing all the Air Force real estate assets and, has the mission of executing new constructions, adaptations, and major repair. To accomplish this, it needs to develop Construction Projects, involving several branches of Civil Engineering. The present investigation analyses requirements for Construction Projects, aiming to propose improvements to optimize this process and reduce errors from the requirements definition process. The investigation methodology is based on the inductive process, which follow a qualitative strategy, and a case study for the research design. The achieved conclusions, based on the literature review combined with the analysis of twelve semistructured interviews, on key elements of the Infrastructure Directorate as well as elements of external entities, allowed obtaining a set of contributions in the processes of collecting requirements, identification of stakeholders and requirements management and validation.
