Abstract(s)
A Estratégia da Guarda 2025, pretende efetivar a transformação digital da Guarda Nacional Republicana, através da desmaterialização, simplificação e racionalização de procedimentos, mediante a disseminação e utilização das novas tecnologias, com o objetivo de rentabilizar os recursos e prestar um melhor serviço.
Esta investigação, que se centra no papel da tecnologia no apoio à atividade operacional, tem como objetivo, propor contributos para a implementação de Sistemas e Tecnologias de Informação e Comunicação de âmbito mobile, na GNR.
Metodologicamente, foi utilizada uma estratégia qualitativa, assente num raciocínio indutivo e desenho de pesquisa de estudo de caso, com recurso a entrevistas a atores chave no círculo da atividade operacional da GNR e a informação recolhida junto de outras forças de segurança internacionais.
A investigação, possibilitou concluir por um conjunto de aspetos relevantes a considerar na implementação de projetos de âmbito mobile, no apoio à atividade operacional. Como principais conclusões, releva-se a importância em efetivar a interoperabilidade entre o SIIOP e os diversos sistemas internos e externos à Guarda, bem como a necessidade de simplificar a sua utilização e disponibilizar interfaces específicos com o objetivo de facilitar a sua utilização em mobilidade.
The 2025 GNR Strategy, aims to effect the digital transformation of the Republican National Guard, through the dematerialization, simplification, and rationalization of procedures, through the dissemination and use of new technologies, with the aim of monetizing resources and providing a better service. In this context, this research, which focuses on the role of technology in supporting operational activity, aims to propose contributions to the implementation of mobile Information and Communication Technologies in GNR. Methodologically, a qualitative strategy was used, based on deductive reasoning, and a case study design, using interviews with key actors in the circle of the operational activity of the GNR, complemented with information collected from other international Security Forces, with a similar operational focus. The research made it possible to conclude a number of relevant aspects to be considered in the implementation of mobile projects, in support of operational activity. The main conclusions are the importance of effective interoperability between the SIIOP and the various internal and external systems, as well as the need to simplify its use and provide specific interfaces with the aim of facilitating its use in mobility.
