Os sistemas de armas modernos estão cada vez mais complexos e sofisticados e a sua entrada em operação exige um detalhado planeamento. Brasil e Portugal terão de incorporar, nos próximos anos, a aeronave multimissão KC-390 nos respetivos dispositivos de forças: um grande desafio, considerando o grau de inovação na operação de novas tecnologias.
O presente estudo tem como objeto as relações entre os dois países no domínio da segurança e da defesa e analisa a implantação deste novo vetor numa ótica de cooperação de defesa entre a Força Aérea Brasileira e a Força Aérea Portuguesa. A metodologia utilizada adotou um raciocínio indutivo, alicerçado numa estratégia de investigação qualitativa, numa perspetiva interpretativa, no estudo de caso como desenho de pesquisa, e na análise documental e entrevistas.
Os resultados obtidos permitiram identificar e propor um conjunto de ações no domínio da cooperação de defesa, a implementar pelas Força Aérea Brasileira e Força Aérea Portuguesa, que potencia o sucesso na implantação do projeto KC-390 em ambos os países. Concluiu-se que as ações sinérgicas, além de trazer economia de recursos, resultam em eficiência e eficácia nos processos, com a garantia de redução do tempo para se atingir os níveis de capacidade e interoperabilidade desejados.
Modern weapon systems are increasingly complex and sophisticated and their entry into operation requires detailed planning. Brazil and Portugal will have to incorporate, in the coming years, the KC-390 multi-mission aircraft in their respective power devices: a great challenge, considering the degree of innovation in the operation of new technologies. The present study has as its object the relations between the two countries in the field of security and defense and analyzes the implantation of this new vector in a perspective of defense cooperation between the Brazilian Air Force and the Portuguese Air Force. The methodology used adopted an inductive reasoning, based on a qualitative research strategy, in an interpretive perspective, in the case study as a research design, and in document analysis and interviews. The results obtained allowed to identify and propose a set of actions in the field of defense cooperation, to be implemented at the level of the Brazilian and Portuguese Air Force, which enhances the success in the implantation of the KC-390 project in both countries. It was concluded that the synergistic actions, in addition to saving resources, result in efficiency and effectiveness in the processes, with the guarantee of reducing the time to reach the desired levels of capacity and interoperability.
