Abstract(s)
Este estudo investiga os desafios da segurança urbana no concelho de Sintra, com
ênfase na imigração e na resposta policial. O aumento da população imigrante trouxe novos
desafios sociais e criminais, exigindo mudanças nas estratégias de policiamento e nas
políticas públicas locais. A análise centra-se na aplicação do Modelo Integrado de
Policiamento de Proximidade (MIPP) pela Polícia de Segurança Pública (PSP) e nos
Contratos Locais de Segurança (CLS), avaliando a sua eficácia na prevenção e gestão da
criminalidade em áreas sensíveis.
Através de entrevistas e análise de dados criminais, o estudo mostra que, embora o
MIPP promova policiamento preventivo e colaborativo, enfrenta limitações devido à falta
de recursos e formação cultural dos agentes. A videovigilância, apesar de útil para a
segurança, levanta questões éticas sobre a privacidade. Os dados criminais revelam que, ao
contrário de percepções comuns, os imigrantes são mais frequentemente vítimas do que
autores de crimes.
Conclui-se que é necessária uma abordagem integrada e proativa, que reforce o
policiamento de proximidade, promova maior cooperação entre autoridades e comunidades
imigrantes e incentive políticas públicas focadas na inclusão social e na segurança urbana.
This study examines the challenges of urban security in the municipality of Sintra, focusing on immigration and the police response. The growing immigrant population has introduced new social and criminal challenges, requiring adjustments in policing strategies and public policies. The analysis focuses on the implementation of the Integrated Community Policing Model (MIPP) by the Public Security Police (PSP) and the Local Security Contracts (CLS), evaluating their effectiveness in crime prevention and management in sensitive areas. Through interviews and crime data analysis, the study reveals that while the MIPP promotes preventive and collaborative policing, it faces limitations due to resource shortages and a lack of cultural training for officers. Surveillance technology, though valuable for enhancing security, raises ethical concerns regarding privacy. The crime data also show that, contrary to common perceptions, immigrants are more often victims than perpetrators of crime. The study concludes that an integrated and proactive approach is required, strengthening community policing, promoting greater cooperation between authorities and immigrant communities, and fostering public policies focused on social inclusion and urban security.
