Abstract(s)
A presente investigação, subordinada ao tema “Forças de Segurança: Análise comparativa entre Portugal e Espanha”, pretende analisar comparativamente os modelos policiais de Portugal e Espanha, com base no eixo central de Forças de Segurança de âmbito nacional, atendendo às atribuições, área de responsabilidade, estrutura e tutela das forças.
Com vista a alcançar este objetivo, definiu-se o modelo policial espanhol em comparação com o modelo policial português, constituindo assim os dois casos de estudo da investigação, e delimitou-se a mesma à análise das Forças de Segurança dos dois países - Guarda Nacional Republicana e a Polícia de Segurança Pública, bem como a Guardia Civil e a Policía Nacional.
A metodologia utilizada segue um tipo de estudo dedutivo, estando dividido numa parte conceptual e numa parte prática. Utilizou-se a pesquisa bibliográfica, bem como os resultados das entrevistas, através de duas matrizes SWOT e uma tabela comparativa, para responder à Questão Central, cumprir os objetivos e alcançar o estado final desejado.
O relatório final está organizado em seis capítulos, seguindo uma lógica de explicação até à demonstração. Assim, este inicia-se com a abordagem conceptual onde se pretende analisar alguns conceitos e matéria já produzida neste âmbito, clarificar a evolução e classificação dos modelos policiais e estudar os modelos policiais de Portugal e Espanha, aplicando as variáveis de análise aos dois casos de estudo.
As principais conclusões assentam na premissa que existem diferenças entre o modelo policial de Portugal e o modelo policial de Espanha, no entanto estas diferenças são fruto de um quadro político e histórico díspar entre os dois países. Importa refletir nos pontos positivos e negativos do Sistema de Segurança Interna português e do seu modelo policial, em comparação com o país vizinho, no sentido de aperfeiçoar o mesmo.
Uma importante reforma seria na mentalidade dos oficiais das Forças de Segurança, investir numa cultura de cooperação em oposição ao clima de competição, com o objetivo de obter resultados mais eficientes e eficazes em prol do cidadão.
The present investigation, underneath the subject "Security Forces: Comparative Analysis between Portugal and Spain", aims to analyze the Portuguese and Spanish police model, based on the National Security Forces alignment, taking into consideration the attributions, responsibility, structure and guardianship of each one. In order to accomplish this purpose, the Spanish police model was defined in comparison with the Portuguese one, establishing the two investigation cases; following the same approach, the analysis was delimited also to both countries Security Forces - National Republican Guard and the Public Security, as well as the Civil Guard and the National Police. The methodology used follows a logical study, being divided into a conceptual part and a practical part. Was used the bibliographical research, as well as interview results, through two SWOT matrix and a comparative table, to answer the main question, to fulfill the objectives and to reach the desired final outcome. The final report is organized into six chapters, from a logical explanation up until the demonstration. As a result, it begins with a theoretical section where it is intended to analyze some concepts and notions already generated in this scope, to clarify the evolution and classification of police models and to study the ones from Portugal and Spain, applying the analysis variables to the two case studies. The main conclusions are based on the premise that there are differences between the police model of Portugal and the police model of Spain. However, these are the result of a contrasting political and historical background between the two countries. It is important to reflect on the positive and negative aspects of the Portuguese Internal Security System and its police model, in comparison with the neighboring country, in order to improve the same. A significant transformation would be, on the mentality of the National Security Forces officers, invest in a culture of cooperation in opposition to competition, with the intent of obtaining more efficient and effective results for the citizen.
