Abstract(s)
A crise econĆ³mica mundial Ć© transversal a todos os organismos, obrigando a adopĆ§Ć£o de uma estratĆ©gia sĆ©ria de eficĆ”cia e de rigor, delimitado por uma forte preocupaĆ§Ć£o ao nĆvel do controlo orƧamental. Neste quadro de exiguidade de recursos, todos os meios sĆ£o importantes, devendo por isso ser geridos e administrados da forma mais eficiente possĆvel. Neste trabalho pretende-se estudar quais os possĆveis factores que actualmente estarĆ£o a condicionar um incremento no desempenho e rentabilizaĆ§Ć£o dos meios equestres, de que a Guarda Nacional Republicana dispƵe. O trabalho divide-se em duas partes fundamentais; a primeira abordagem Ć© de cariz teĆ³rico, resultante da anĆ”lise documental. A segunda aborda a metodologia prĆ”tica, anĆ”lise e discussĆ£o de resultados, culminando com a apresentaĆ§Ć£o de conclusƵes e recomendaƧƵes. Neste contexto, surge o presente estudo partindo da questĆ£o central: quais os factores que poderĆ£o contribuir para uma maior rentabilizaĆ§Ć£o dos solĆpedes na GNR? Os objectivos definidos para este trabalho pretendem verificar as hipĆ³teses formuladas a partir das questƵes de investigaĆ§Ć£o levantadas, de forma a responder Ć questĆ£o central. A metodologia da parte teĆ³rica baseia-se essencialmente na anĆ”lise bibliogrĆ”fica e numa abordagem Ć legislaĆ§Ć£o em vigor. A parte prĆ”tica Ć© constituĆda por entrevistas semi-directivas, dirigidas a um conjunto de oficiais, escolhidos pelo seu conhecimento profissional, bem como a realizaĆ§Ć£o de questionĆ”rios a comandantes de Destacamentos territoriais que dispƵem da valĆŖncia equestre.
Conclui-se que o cavalo constitui um importante recurso na estrutura da GNR, ao qual estĆ£o atribuĆdas importantes e variadas missƵes. A implantaĆ§Ć£o do dispositivo Territorial nĆ£o lhe permite ter as condiƧƵes ideais para um cabal aproveitamento, contudo, foram identificados outros factores que de momento limitam a rentabilizaĆ§Ć£o do recurso equestre.
The global economic crisis cuts across all agencies, forcing the adoption of a serious strategy of efficiency and accuracy, defined by a strong concern at the level of budgetary control. In this context of scarcity of resources, all means are important and should therefore be managed and administered as efficiently as possible. In this work we intend to study the possible factores which are now to condition an increase in performance and profitability of equestrian facilities of the Republican National Guard. The work is divided into two fundamental parts: the first approach is theoretical in nature, resulting from documentary analysis. The second addresses the pratical methodology, analysis and discussion of results, culminating in the presentation of conclusions and recommendations. In this context, the present study starts from the central question: what factors may contribute to a better use of horses in the GNR? The objectives set for this work intend to verify the hypotheses formulated from the research questions raised in order to answer the central question. The methodology of the theoretical part is mainly based on literature review and a study of current legislation. The pratical part consists of semi-directive, addressed to a group of officers, chosen for their professional knowledge as well as carrying out questionnaires to the territorial detachment commander who has equestrian responsibility. We conclude that the horse is an important feature in the structure of the GNR, which are important and assigned to various missions. The current location of equestrian resources does not allow for full profitability, however, other factors have been identified that currently limit the profitability of equestrian use.
