Determinar o valor criado pelas organizações do sector público é um problema
complexo. Este estudo formula uma Proposta de Valor das Forças Armadas Portuguesas,
possibilitando uma compreensão do respetivo contributo para a sociedade e para o País.
A Proposta de Valor foi desenvolvida num ambiente de crescente insegurança e
incerteza internacionais que dita a necessidade de aumentar a despesa pública com a Defesa
Nacional, obrigando a estabelecer prioridades nas políticas públicas de investimento.
A investigação foi baseada na Grounded Theory informada, o que permitiu articular o
diálogo da teoria pré-existente com a emergência empírica de categorias analíticas,
assegurando simultaneamente validade contextual e densidade teórica.
Os resultados evidenciam que o conceito de valor das Forças Armadas é subjetivo,
multidimensional e dinâmico. A plasticidade das dimensões e dos contributos identificados,
tangíveis e intangíveis, permite que o seu peso relativo seja ajustado em função das
prioridades do público-alvo – Governo, sociedade civil, parceiros internacionais.
A Proposta de Valor surge assim como um instrumento estratégico para compreender
o contributo das Forças Armadas para o bem-estar e o desenvolvimento, o qual pode ser
explorado para alinhar políticas de Defesa com as necessidades da sociedade, potenciando a
atratividade da carreira militar e a colaboração institucional.
Determining the value created by public sector organizations is a complex challenge. This study develops a Value Proposition for the Portuguese Armed Forces, enabling a clearer understanding of the contribution that military brings to society and the nation. The Value Proposition was formulated in a context of increasing international insecurity and uncertainty, which has driven the need to raise public expenditure on National Defence and to establish priorities in public investment policies. The research was supported in an informed Grounded Theory approach, stimulating a dialogue between pre existing theory and the empirical emergence of analytical categories, thereby ensuring both contextual validity and theoretical depth. The findings reveal that the concept of value in the Armed Forces is subjective, multidimensional, and dynamic. The flexibility of the identified dimensions and contributions – both tangible and intangible – allows their relative importance to be adjusted according to the priorities of different stakeholders, including government, society, and international partners. Thus, the Value Proposition emerges as a strategic tool to understand the Armed Forces’ contribution to societal well-being and development. It can be leveraged to align defence policies with societal needs, enhance the attractiveness of military careers, and foster institutional collaboration.
