edifícios existentes são constituídos por elementos, componentes e materiais que
apresentam durabilidades variáveis influenciadas em grande parte pela forma como são
usados pelos seus utilizadores. Neste sentido, e sendo este relatório profissional focado no
comportamento e durabilidade de empreendimentos de habitação de custos controlados
sujeitos a grandes desgastes de utilização, torna-se imperioso prever de que forma o seu
desempenho poderá afetar o ciclo de vida útil considerado para cada edifício em particular.
Se no passado se observava uma construção massiva de edifícios, na atualidade os novos
paradigmas do setor da Arquitetura, Engenharia, Construção e Operação (AECO), que
visam contemplar aspetos relacionados com alterações climáticas e questões económicas,
levaram a que a estratégia adotada no setor da habitação passasse a ser orientada para a
gestão, manutenção e reabilitação do património edificado existente.
Este relatório profissional foi realizado com vista à obtenção do título de Mestre no âmbito
do Mestrado em Engenharia Civil, um curso em parceria entre a Escola Superior de
Tecnologia do Barreiro do Instituto Politécnico de Setúbal (ESTBarreiro/IPS) e o Instituto
Superior de Engenharia da Universidade do Algarve (ISE/UAlg), sob o tema
“CARACTERIZAÇÃO E ANÁLISE DE EMPREENDIMENTO HABITACIONAL DE CUSTOS
CONTROLADOS NAS DIFERENTES FASES”.
O objetivo deste relatório profissional, visa ilustrar o trabalho profissional desenvolvido
durante os últimos 18 anos no Departamento de Habitação e Reabilitação Urbana da
Câmara Municipal de Oeiras, no âmbito da fiscalização de empreendimentos de habitação
municipal através da abordagem de algumas das suas fases.
Este relatório tem por base o trabalho do autor na área de habitação de custos controlados e
nas diversas fases deste tipo de empreendimento de modo a proceder à leitura das
condicionantes que estejam relacionadas com a qualidade e tipo de edifícios, com o objetivo
específico de poder antecipar práticas incorretas a evitar no futuro e sugerir eventuais regras
de boas práticas.
Existing buildings incorporate element, components and materials of varying durability. It is, therefore, necessary to predict how building performance can affect each stage of the building life cycle as well as the associated decision-making process. Although in the past there was massive building construction, new paradigms such as climate change and the sustainable economy have led to a strategy focused on managing and maintaining and retrofitting existing built heritage. This report was developed to obtain the title of Master of Science within the scope of the Master in Civil Engineering, a course in partnership by the institutions Barreiro College of Technology at the Polytechnic Institute of Setúbal (ESTBarreiro / IPS) and the Higher Institute of Engineering of the University of Algarve (ISE / UAlg), under the theme “Characterization and analysis of a cost controlled housing project in its various life cycle stages”. The work aimed at addressing the issue of social housing of quality based on the work carried out by the author over the past 18 years in the Department of Housing and Urban Rehabilitation Municipality of Oeiras and the various stages of a development in order to understand the conditions that are related to the quality of this type of buildings, with the specific objective of being able to anticipate incorrect practices and to avoid them in the future and suggest possible rules of good practice.
