Abstract(s)
Com um conceito securitário tão abrangente como o atual, envolvendo numa cultura
emergente de responsabilização de vários atores de influência, cabe em especial às forças de
segurança, e em particular à Policia de Segurança Pública, assegurar a defesa da legalidade
democrática, garantir a segurança interna e os direitos dos cidadãos, bem como a prevenção
da criminalidade, dispondo de um leque de competências legais, valências e capacidades
para o efeito, as quais devem estar em constante atualização e consonância com a realidade
que envolve a instituição policial. Levantou-se, contudo, a questão de se a ampliação do
espetro de valências da atividade policial implicaria necessariamente que os seus elementos
tenham uma formação de banda larga, com um alargado conhecimento de matérias, ou se
antes pelo contrário a formação policial deveria ser mais aprofundada e direcionada para a
resolução eficiente dos problemas que diariamente lhe são colocados. Nesta senda, a
presente investigação teve como objetivo primário compreender se o modelo assente na
especialização para a formação dos oficiais de polícia seria mais adequado para responder
às necessidades e desafios atuais e vindouros na instituição PSP. Concluiu-se que o Instituto
tem uma formação completa e prepara os oficiais para diversos cenários, mas que, contudo,
é da opinião geral que um ensino misto seria benéfico para a PSP. Face ao exposto, foram
sugeridas possíveis futuras investigações no âmbito de averiguar a forma como este tipo de
especialização do ensino policial poderia melhor ser implementada no ISCPSI.
With a security concept as comprehensive as the current one, involving an emerging culture of accountability of various influential actors, it is the responsibility of the security forces, and the law enforcement Polícia de Segurança Pública in particular, to ensure the defense of democratic legality, to guarantee internal security and the citizens’ rights, as well as crime prevention, having a range of legal competencies, skills and capabilities for this purpose, which must be constantly updated and in line with the reality surrounding the police institution. However, the question arises as to whether broadening the spectrum of police activity necessarily implies that its members have broadband training, with extensive knowledge of subjects, or whether, on the contrary, police training should be more in-depth and geared towards efficiently solving the problems we face on a daily basis. With this in mind, the primary objective of this research is to understand whether or not the model based on specialization for training police officers is more appropriate for responding to the current and future needs and challenges of the PSP institution. It was concluded that the Institute has a fulfilled education and prepares officers for various scenarios, but it is commonly agreed that a mixed education would be beneficial for the PSP. In view of the above, possible future research was suggested to find out how this type of specialization in police education could best be implemented at ISCPSI.
