Esta pesquisa pretende propor contributos para a evolução da edificação de
capacidades do Exército Português, por via do recurso ao Fundo Europeu de Defesa, que se
destina a financiar projetos de investigação e desenvolvimento conjunta, de produtos e
tecnologias de defesa realizados em consórcios.
Em termos de método, foi utilizada uma estratégia qualitativa, baseada num estudo de
caso sobre a edificação de capacidades no Exército Português. Como instrumentos de
obtenção de dados, para além da análise documental, recorreu-se a uma amostra não probabilística, para selecionar especialistas nesta matéria, a quem foram efetuadas
entrevistas semiestruturadas, que foram posteriormente tratadas por análise de conteúdo.
Começou-se por analisar o potencial do Fundo Europeu de Defesa para incrementar e
estimular as atividades de investigação e desenvolvimento. De seguida, avaliou-se o possível
contributo deste fundo para o processo de edificação de capacidades no Exército.
Por último, foi formulada uma opção estratégica a seguir e foram propostas linhas de
orientação estratégica, que pretendem promover a evolução da edificação de capacidades do
Exército Português através do Fundo Europeu de Defesa, tendo-se concluído que as
principais alterações a implementar são no planeamento e no detalhe dos projetos de
investimento.
This research aims to propose contributions to the evolution of Portuguese Army's capability building process, using the European Defence Fund, which is intended to finance joint research and development projects of defence products and technologies carried out in consortia. With respect to method, a qualitative strategy was used, based on the case study of capability building in the Portuguese Army. In addition to documentary analysis, a non probabilistic sample was used as a data collecting instrument. A set of specialists in this field of expertise were selected, to whom semi-structured interviews were conducted. This data was handled using the content analysis technique. To this end, the potential of the European Defence Fund to increase and promote R&D activities was analysed. Afterwards, the possible contribution of this fund to the capability building process in the Portuguese Army was evaluated. Finally, envisaging the evolution of Portuguese Army capability building process through the European Defence Fund, a strategic option to be followed was formulated and strategic guidelines were proposed. Additionally, it was concluded that it´s necessary to improve the planning processes and to explore deeper the potential of the investment projects.
