O Deterrence and Defence of the Euro-Atlantic Area (DDA), é um conceito militar
que operacionaliza a transformação que está a decorrer na North Atlantic Treaty
Organization (NATO), resultantes das alterações securitárias observadas após a anexação
da Crimeia, e que é caracterizado na dimensão operacional – com desenvolvimento de
planos e ações de vigilância; na dimensão estrutural – com reforço de meios, capacidades,
e uma nova estrutura de comando, robustecida; e na dimensão política – com a atualização
das orientações estratégicas, consolidação do apoio logístico, reforço da resiliência civil e
uma adequação do financiamento, face às novas exigências securitárias.
Importa reter a dependência face ao envolvimento ativo por parte das nações, razão
pela qual a sistematização apresentada sobre o tema se entende ajustada para base de trabalho
nacional em prol do processo transformacional que Portugal deverá assumir, como membro
da Aliança.
Desta forma, o estudo e compreensão do DDA e consequente impacto para Portugal
visa contribuir para um melhor entendimento sobre a forma como pode Portugal, contribuir
para a Dissuasão na NATO e desta forma reforçar a sua credibilidade e relevância
geoestratégica face ao posicionamento atlântico.
The Deterrence and Defence of the Euro-Atlantic Area (DDA) is a military concept that operationalizes the ongoing transformation within the North Atlantic Treaty Organization (NATO), as a result of the annexation of Crimea. It is characterized by three dimensions: operational – involving the development of national defence plans, supported by a set of vigilance activities; structural – focusing on a new force model, and a new command structure; and politically – encompassing updates to strategic guidelines, the consolidation of logistical support, the enhancement of civil resilience, and the increase of funding, as a response to new security demands. It is important to emphasize allied nations role and involvement in this process, which is why the systematization presented is understood as the basis for national efforts in support of the transformational process that Portugal must assume as a member of the Alliance. Thus, the study and understanding of the DDA and its consequent impact on Portugal aim to contribute to a better understanding of how Portugal, as an allied nation, can contribute to NATO’s Deterrence efforts, thereby strengthening its credibility and geostrategic relevance with reference to the Atlantic.
